Early Bus Terminations
Dear Transport for London,
I would like you to provide me, under the Freedom of Information Act, with the following:
1) Any internal guidance which exists as to the circumstances under which a TfL bus is subject to early termination (i.e. before it reaches its stated destination);
2) Any information as to the mechanism by which an early termination occurs (is the driver instructed to do this, or does he make the decision for himself?);
3) Any impact assessments or statistics held as to the number of early terminations and any recorded reasons for this occurring.
Please note that I do NOT want you to simply reply with a reference to the Conditions of Carriage. I am no asking for this. I am asking for your internal documentation as described above.

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm we hold some of the information you require. You asked for:
1) Any internal guidance which exists as to the circumstances under
which a TfL bus is subject to early termination (i.e. before it reaches
its stated destination);
A bus might be terminated for many reasons, which could include an
incident with a passenger, staff issue, running late or mechanical
failure.
2) Any information as to the mechanism by which an early termination
occurs (is the driver instructed to do this, or does he make the decision
for himself?);
This will be dependant on the nature of the incident. The decision will
come from the route controller and in each case they will liaise with the
driver.
3) Any impact assessments or statistics held as to the number of early
terminations and any recorded reasons for this occurring.
We use GPS data, so we can look at which stops the buses served and when.
When a bus no longer appears on the GPS during a trip, the bus operating
is expected to provide a reason why on the system. We do not assess an
operating company by the number of trips that were terminated. We look at
Lost Mileage, which is the difference between the number of scheduled
miles and the number of operated miles. We then have discussions with the
bus operators to understand the issues and look for a resolution. We

consistency across the bus operating companies. Please note the intention
of this document was to provide advice and guidance only. The final
decisions are down to bus operators as they are responsible for running
their routes reliably.
