I'd try again one more time - it's over a year since the meeting in question now, so raise the point that it's significantly less likely to be "premature disclosure", while the public interest remains as high as it previously was, so the balance is leaning far more towards disclosure than it previously was.

If they still fail to respond properly, I'd recommend making a complaint to the ICO.
