DV clearance for serving military personnel

The request was partially successful.

Colin Fishwick

To whom it may concern,

How many serving military personnel have had their DV clearance revoked in the past 5 years?

How many serving military personnel have been subjected to a non-routine review of their DV clearance?

How many serving military personnel have been subjected to a non-routine review of their DV clearance, but have retained their DV clearance

Yours faithfully,

Colin Fishwick

To whom it may concern,

I believe that, by law, the Defence Vetting Agency should normally have responded promptly and by 16 August 2010.

If I do not receive a response within 7 days explaining the nature of the delay, I will request an internal review.

Yours faithfully,

Colin Fishwick

CIO-FOI (MULTIUSER),

Dear Mr Fishwick,

Thank you for your email regarding your request for information. In
regard to your complaint and request for an explanation for the delay in
response to your request. As you have not been provided with a
substantive response the most productive solution at this time is to
investigate the status of your request.

My investigation has revealed that your request for information was not
properly addressed when we received it. I am very sorry that this error
has occurred and can assure you that your request is now with the
appropriate subject matter expert who will reply to your request as soon
as possible.

The reference number for your request is 19-07-2010-145338-002

If after having received a substantive response you remain dissatisfied,
MOD would be happy to begin a formal internal review at that stage.

Yours sincerely,

Freedom of Information Helpdesk

DVA-CE-SECRETARIAT (McIntyre, Patrick C2),

Mr Fishwick, you submitted a Freedom of Information request to the MOD
website on 18 July and again on 5 September. I would like to apologise
for the mistakes that have led to the MOD missing the FOI deadline: I
understand that CIO-CI-Access have written to you already to explain the
reasons for the delay.

I am afraid that I cannot give you all the answers you seek as our records
do not record numbers of cases where formal reviews take place before a DV
clearance is due to expire. This is because action may be taken during
the life of a DV clearance for a number of reasons, ranging from a
complete review before the 5 or 7 year routine review, because of concerns
found during initial enquiries, or reported to the DVA in the form of an
Aftercare Incident Report, to limited follow ups after clearance is
awarded, usually to check on a Subject's finances, to the annual Security
Appraisal Form sent by supervisors, which usually provokes no action but
which may cause a full or partial review to take place. All these actions
are recorded as Aftercare, and we cannot distinguish between full non
routine review action and other forms of aftercare without a complete
search of all cases recorded during the period in question.

I can say, however, that a total of 479 DV clearances were denied or
withdrawn for military personnel during the last 5 years.

I hope this is helpful. If you are dissatisfied with this decision or
wish to complain about any aspect of the handling of this request, then
you should contact the undersigned in the first instance. Should you
remain dissatisfied, then you may apply for an internal review by
contacting the Head of Corporate Information Exploitation, 6th Floor, MOD
Main Building, Whitehall, SW1A 2HB (e-mail [email address]). Please
note that any request for an internal review must be made within two
calendar months of the date on which the attempt to reach informal
resolution has come to an end.

If you are still unhappy following an internal review, you may take your
complaint to the Information Commissioner under the provisions of Section
50 of the Freedom of Information Act. Please note that the Information
Commissioner will not investigate your case until the MOD internal review
process has been completed. Further details of the role and powers of the
Information Commissioner can be found on the Commissioner's website,

the late reply to your enquiry.
