Dear Mr Hudson
 
I write in response to your enquiry of 29 March 2017 asking:  ‘Is it the
opinion of the GDC that they have a duty of care for their registrants? 
The Human Rights Act implies that they do.’
 
The GDC’s Corporate Legal department has provided the following response:
Whether a duty of care is owed is a legal test specific to circumstances
that may arise and dependent on the action or omission by the person owing
a duty.  We cannot as a matter of general rule accept your statement, but
do not preclude the possibility that a duty of care may arise dependent on
specific circumstances that might arise.
