The DVLA considers that information to be exempt from disclosure because this would
prejudice the prevention or detection of crime. That is, to disclose this information may
lead to the creation of fraudulent driving licences that would include this security
feature. The DVLA relies on the exemption from disclosure, as set out in section
31(1)(a) of the FOIA.

Before applying this exemption, the DVLA carried out a public interest test that
concluded that withholding information outweighed disclosing it. Further information
as to why the DVLA took this view can be found in the attached Annex.
Outside of the provisions of the FOIA, I can provide the following information that you
may find useful.

The generic specifications for the driving licence issued by the DVLA are set out in EU
