Due Diligence on HR Outsourcing Contractors.

AIDAN QUINN made this Freedom of Information request to Northern Ireland Office This request has been closed to new correspondence. Contact us if you think it should be reopened.

Northern Ireland Office did not have the information requested.

Dear Northern Ireland Office

We are all familiar with the well documented historical record, views, polices and reputation of NIO Ministers and NIO Civil Servants regarding, say, the Junk status of locals in the province, the forensic testing of evidence here, the Noting and Filing of Whistleblowers here, and the cover up of bullying here, suspected fraud here, and officially admitted child exploitation here.

Such traditional views and policies have got us, and the Outsourcing Contractors charged with implementation, where we are.

To paint a fair and balanced picture, I wondered as FOI Query though if there was any record of Secretaries of State themselves ever perhaps expressing support for communication, for listening, or for the actual forensic consideration of evidence? We have to be positive. We really would like to know. Are there perhaps any plans for policy change in the HR area that might make life for outsourcers easier?

If so, it really would be great to have copies of such plans please. FOI Queries are the ideal medium for undertaking this research.
In the commercial world of HR outsourcers , any such discovered records and positive, reassuring messages are important for stabilising markets.

Stable markets are in the interests of all.

Good Luck. I wish you well.

Yours faithfully,

AIDAN QUINN

Dear Northern Ireland Office,
Hi, we’re a bit overdue.
The thing is, you see, that HR Outsourcers bid for the NICS contract in good faith. Outsourcers were given official contractural assurances that NICS had already been reformed, and was leaner, more agile and responsive, fit for purpose, operating in accordance with all legislative requirements.

We now know that, at current and forthcoming Inquiries etc, Queries already are and will increasingly be raised about the accuracy and integrity of such claims. Admissions are already daily being made that NICS has a job to do to rebuild confidence.

If there really are, then, any plans or evidence of policy change in the HR area that might make life for Outsourcers easier, it would be great to have copies of such plans.

Please. News of forensic testing being introduced would, for instance, be a great start.

The thing is that shares in, say, Capita are dropping literally by the day and there is an obvious need for stabilisation by Government. We need to get good news out there.

Rest assured, it was for purposes such as this that FOI Legislation was introduced.

Good Luck. I wish you well.

Yours faithfully,

AIDAN QUINN

Mr Quinn
Thank you for your email, as peviously advised, you should contact the
Northern Ireland Civil Service in respect of any NICS enquiries. The NIO
does not hold any NICS information.
Many thanks

Dear FOI,
Hi, Thanks very much for getting back to us so quickly. This is FOI legislation working as it should. Markets are entitled to accurate and up to date information.

If there really is no record, then, of Secretaries of State themselves ever perhaps expressing support for communication, for listening, or for the actual forensic consideration of evidence, Markets need to know.

Again if there really are no records, then, of plans for policy change in the HR area that might make life for outsourcers easier, again Markets need to know.

If there really are still no record of plans to introduce Forensic Testing of Evidence, this is something that Markets may wish to take into account in their dealings and valuations.

Capita are having another bad morning, it is true, but the important thing is that, thanks to FOI Queries like my own humble efforts, traders crucially have access to all information so there are no allegations of cover ups and false markets.

With information freely available and with open markets, there really can be no losers.

Good Luck, I wish you well.

Yours sincerely,

AIDAN QUINN
