FOI Requests, Student Loans Company Limited

Dear Ms Sheakey

I refer to your recent email dated 25/10/2018 requesting the following
information under the Freedom of Information Act 2000 (“FOIA”):

“Please could you provide the following information:

1. How many needs assessors, both employed and freelance, does DSA-QAG
have registered?
2. How many individual people, both sole trader and employed by Assistive
Technology Training providers, does DSA-QAG have registered as Assistive
Technology trainers?
3. What is the percentage of students taking up Band 4 NMH for 2017/18?”

Response

I can confirm that the information that you have requested is not held by
the Student Loans Company Limited (“SLC”).  The Disabled Students’
Allowance Quality Assurance Group (“DSA-QAG”) is not part of SLC, rather a
company limited by guarantee and registered charity.  These questions
should be referred directly to the DSA-QAG, however as the DSA-QAG is not
a public authority and not subject to the provisions of the FOIA, there is
no legal obligation on the DSA-QAG to provide this information.

For question 3, this information is held by SLC, however, in consultation
with the appropriate departments within SLC, I have concluded that this
information cannot be released as the cost of complying with your request
would exceed the appropriate limit set out in the Freedom of Information
and Data Protection (Appropriate Limit and Fees) Regulations 2004.  The
limit applying to SLC is £450 or 2.5 days (calculated to be 18 hours of
staff time at £25 per hour).

The information is therefore exempt under section 12(1) of the FOIA and in
accordance with section 17(1) of the FOIA this letter constitutes a
Refusal Notice in respect of your request.

By way of explanation, this data has recently been collated for disabled
students receiving DSA through Student Finance England (“SFE”) for
academic year 2016/17 and took two weeks to collate.  The data has not yet
been collated as yet for 2017/18 as invoices are still being received and
if the data is not being collated for another business purpose then it
would not be data that could be collated within 18 hours of staff time.
 At the present time we can offer SFE DSA data for academic year 2016/17
only.  Should you wish to receive this data, please advise by return and
we will progress this as a new request for information.  

Internal review process

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review.

Internal review requests should be submitted within two months of the date
of receipt of the response to your original request and should be
addressed to the Freedom of Information Office, Student Loans Company
Limited, 100 Bothwell Street, Glasgow, G2 7JD,   Email:
[SLC request email].  Please remember to quote the reference number
above in any future communications.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
