REPLY: Please be advised that all the information that you have requested
is not available in a readily retrievable format. Information for question
5 is not held in an electronically searchable format and it would require
a manual review of 2708 arrest records in order for us to identify the
relevant information for your request. Therefore the cost of providing you
with the information is above the amount to which we are legally required
to respond i.e. the cost of locating and retrieving the information
exceeds the ‘appropriate level’ as stated in the Freedom of Information
(Fees and Appropriate Limit) Regulations 2004.

In accordance with the Freedom of Information Act 2000, this letter acts
as a Refusal Notice for this part of the request and if one part of a
request exceeds the fees limit then S12 of the Act applies to the whole
request.
However, In accordance with Section 16 of the Act I have a duty to provide
advice and assistance in relation to your request and our Force Operations
Department have provided details of both summer and Xmas drink drive
campaigns which are held annually (2007 onwards) in June and December with
the exception of 2016 when the Summer campaign was held between the 10th
June and the 10th July. This should not be taken as a precedent that
additional information would be supplied outside of the time/fees
legislation for any subsequent requests

Q1 Historical breath test numbers data is only available going back as far
2008. And gender detail is only available from 2012.

Table 2  2012 - 2016 breath test numbers by gender 2012 to 2016 June and

many were Male and how many Female.

Every effort has been made to ensure that the response provided by our
Force Operations Department is as accurate as possible.
In addition, It has been noted that you have submitted 3 FOI requests
covering different topics in quick succession in November 2016, and also
you have submitted questions in this request that you have already
received the information for in different formats before. Please be
mindful that each request submitted requires the use of police resources
to retrieve, collate and review the information requested and that it
would not be in the public interest for Freedom of Information legislation
to be used for repeated requests, as using police resources in this way
would detract from the core purpose of policing i.e. preventing or
detecting crime and preservation of life.

Therefore, we are including a warning under Section 14(1) on the basis
that the submission of multiple requests in a short time span, in addition
to resubmitting questions that have already been previously answered, and
the work involved to administer these is a disruptive burden and the
disclosure may not be proportionate to the end product being in the public
interest.
You should be aware that Section 14 1(1) of the Freedom of Information
legislation states that an authority is not obliged to comply with a
request for information if the request is deemed vexatious. Requests are
deemed vexatious if they fit one of more of the following criteria:

*The request is designed to cause disruption or annoyance
*The request lacks any serious purpose or value
* The work involved is a disruptive burden

Any future requests submitted that are deemed to have no serious purpose
or value or fit any other of the above criteria will be refused under
Section 14(1), any future requests submitted that are repeated will be
refused under Section 14(2).

Your attention is drawn to the below which details your right of
complaint.
Should you have any further enquiries concerning this matter, please write
or telephone the Information Compliance Unit quoting the reference number
above.
Yours sincerely
