Dear West Mercia Police,

I would like to request information under the Freedom of
Information Act 2000. In order to assist you with this request, I
am outlining my query as specifically as possible.

I would like to request the following information for the month of December 2004, December 2005, December 2006, December 2007, December 2008, December 2009, December 2010, December 2011, December 2012, December 2013 and December 2014.

I would also like this information to be based on figures from Shrewsbury.

1. Over the time periods listed, how many drivers were stopped and
breathalysed?

2. How many of these drivers tested positive?

3. Can you release the highest alcohol reading from the
breathalyser test from the time periods listed?

4. Can you give details for the age range of drivers that were
found to be over the legal limit and also the percentage of those
in the form of female/male?

5. How many incidents were recorded that related to the driver
being under the influence of alcohol?

6. From these incidents, how many fatalities were there for each
time period?

Finally, how many people nationally in each of the time periods listed were stopped
by the police and breathalysed? Also, how many of these tested
positive?

I would be interested in any information held by your organisation
regarding my request.

REPLY: Please be advised that the information that you have requested is
not available in a readily retrievable format. Information regarding the
numbers of drivers stopped and breathalysed is held for the force area as
a whole but records specifically for Shrewsbury are not held in an
electronically searchable format, and it would require a manual review of
these records in order for us to identify the relevant information for
your request. Therefore the cost of providing you with the information is
above the amount to which we are legally required to respond i.e. the cost
of locating and retrieving the information exceeds the ‘appropriate level’
as stated in the Freedom of Information (Fees and Appropriate Limit)
Regulations 2004.
 
In accordance with the Freedom of Information Act 2000, this letter acts
as a Refusal Notice for this request.
 
In accordance with Section 16 of the Act I have a duty to provide advice
and assistance in relation to your request. You may wish to refine and
resubmit your request to receive alternative information. For example we
may be able to supply force figures for the numbers of drivers stopped and
breathalysed, and also the gender and age range of those who tested
positive.
Please contact us again should you wish to submit a refined request.
Please note that we are unable to provide the highest alcohol reading from
the breathalyser test, or the number of collisions and fatalities related
to the driver being under the influence of alcohol, as this would also
require a manual review of records.
Regarding question 7, West Mercia Police do not hold national statistics.
