I am writing to request an internal review of Belfast Health and Social Care Trust (Northern Ireland)'s handling of my FOI request 'Dr Schievink's review of blood patch patients'.

However, this response is not satisfactory, and I would like to request an internal review.

Questions: In 2017, you conducted an internal review of 200+ Epidural Blood Patch patients, whereby the expert opinion of the world's leading expert was sought who established that around 97% did not need the patch.
1. What date did this review begin?

2. How much did this review cost?

3. How much did the work of the world's leading expert cost?

4. Please provide a copy of that report, obviously after redacting personal information.

RESPONSE: The Belfast Trust did not commission one of the World’s leading experts to review the records of patients who had an epidural blood patch.

Complaint: The 200-patient case file review has been widely reported in the press. It was reported in the Belfast Telegraph and again on BBC Spotlight, where it was revealed that 97% did not need the Blood Patch. In 2017, Dr Thomas Peukert who headed the internal investigation, advised it was the world-leading expert who reviewed these cases and established whether or not a blood patch was needed. Are you now saying this report doesn't exist? Are you disputing the credentials of the expert? I don't understand your answer. There were 4 questions here but you haven't answered any? Please can you answer the questions that were asked?

I believe every reasonable opportunity has been made to facilitate answers. I am aware dr Schievink was not employed by the Trust. I'm also aware that he reviewed my records in 2017 and had agreed that a blood patch was not needed. As such, I have no other option but to refer this to the information commissioner.

Dear Hanna, Arlene,

Just to be clear, you are now advising that following a formal complaint by both an independent GP and a colleague,

1. The Belfast Trust did not seek the advice of ANY blood patch expert to establish that 97% did not need the blood patch?
2. That the consultant who raised the complaint, despite not having any expertise in blood patching, was then responsible for establishing who did or did not need the blood patch?
3. That the multiple patients who were advised by this consultant, that this blood patch expert had reviewed their records to establish wether or not a blood patch was needed, had lied?
4. That this consultant did not write any report of his findings?
