Door Entry Upgrade Programme

Dear South Ayrshire Council,

In terms of your obligations under section 1 of the Freedom of Information (Scotland) Act 2002, please provide me with the following information;

1) A copy of the survey carried out by Fortress Security Ltd in relation to the Door Entry Programme 2018/2019 for the properties comprising 1 to 10 Cumbrae House, Prestwick;

2) Copies of all quotations in relation to upgrade work identified by Fortress Security Ltd (whether or not the quotation was provided by Fortress Security Ltd or not) obtained as a result of the survey referred to in part 1 of this request. Please also confirm the number of quotations obtained;

3) Details of the number and type of complaints or concerns raised with South Ayrshire Council in relation to persons being in the common close at the property who should not have been there, for the 36 months prior to September 2018;

4) Details of the number and type of complaints or concerns raised by residents with South Ayrshire Council in relation to the front close door at 1-10 Cumbrae House, Prestwick, for the 36 months prior to September 2018;

5) Details of the number and type of complaints, concerns or reports of fault with secure door entry systems across the properties in the South Ayrshire Council area, including the timescales for these issues to have been resolved, for the 36 months prior to September 2018; and

6) The number of applications for the Scheme of Assistance Grant in 36 months prior to September 2018, along with the number of applications refused and the grounds for refusal.

In consideration of this request, please may I remind you of your legal obligations under section 15 of the Freedom of Information (Scotland) Act 2002 to provide advice and assistance to requesters, as well as your obligation under Section 10 to respond promptly to requests.

I am very grateful for your response to my Freedom of Information request and thank you for the information that you were able to provide.

I wonder if I may seek some clarification on the information you have given me.

In relation to quesion 5, which requested the number and types of complaints along with the timescales for those issues to be resolved, I note that you have only provided the nature and timescales. It is possible that the number of complaints has accidentally been left off the response as opposed to being subject to any exemption or exclusion.

In relation to question 6, can you confirm that no applications for the Scheme of Assitance Grant were issued across the whole of South Ayrshire? Please note that my original request did not limit the scope to owners of properties within Cumbrae House. It may be that the request was more narrowly interpreted than it should have been.

Please note that I am seeking clarificaiton at this moment in time, and I am not exercising my rights under section 20 of the Freedom of Information (Scotland) Act 2002 but retain the right to do so in the near future.

I can confirm that in terms of question 5, there were 12 complaints
recorded regarding secure door entry systems across properties in the
South Ayrshire for the 36 months prior to September 2018, with the
complaints, their nature and the time taken to resolve have been listed
individually. Please accept my apologies for not making this clearer in

The Corporate and Housing Policy Team has received 452 applications for
Mixed Tenure Grant under the Council’s Scheme of Assistance in the 36
months prior to September 2018.  No applications for assistance were
refused in this period.
