Dear Cleveland Police,

This is a request for information under the Freedom of Information Act.

For the financial years 2014/2015, 2015/2016, 2016/2017 and available data for 2017/2018, I would like to be provided with details on donations, gifts, sponsorships and loans that have been received by the police force.

For each donation, gift, sponsorship and loan, please provide the following information:

- The financial year that the donation, gift, sponsorship and loan was received
- The sum or value (if known) and description of the donation, gift, sponsorship and loan
- If known, what the donation, gift, sponsorship and loan was subsequently used for e.g. a donation passed to teams working with the local community, or a gift subsequently used in a charity raffle

For each donation, gift, sponsorship and loan, please provide further information regarding where the donation, gift, sponsorship and loan came from:

- If it was an individual, please provide the full name and title of the individual who awarded the donation, gift, sponsorship or loan
- If it was a government department or another public authority such as a council that awarded the donation, gift, sponsorship or loan, please provide the name of that government department or public authority
- If it was a company or organisation or group that awarded the donation, gift, sponsorship or loan, please provide the name of that company or organisation or group
- If it was a foundation or charity that awarded the donation, gift, sponsorship or loan, please provide the name of that foundation or charity

I would like to receive the information electronically. If you feel that a substantive response to this request is not possible within a reasonable time frame, or the request is too broad or too vague, I would be grateful if you could contact me and provide assistance as to how I could refine the request. I write in connection with your request for information dated 7th November 2017 which was received by Cleveland Police on that date.

In conducting a full review of our 2017 activity, it has come to our attention that we have not responded to your Freedom of Information request. We offer our sincere apologies for this failure which is due to staffing issues within this office resulting in a considerable backlog of requests.
We are not sure whether you still require the information, but our response to your Freedom of Information request is below should this still be pertinent.

Section 17 of the Freedom of Information Act 2000 requires Cleveland Police when refusing such information (because the information is exempt) to provide you the applicant with a notice which (a) states that fact, (b) specifies the exemption and (c) states (if it would not otherwise be apparent) why the exemption(s) applies.

Notice of Non-Disclosure:
I am not disclosing the above requested information pursuant to the exemption provisions of Section 21(1) of the Freedom of Information Act 2000.
Section 21 of the Act (Information Reasonably Accessible by Other Means) states that information is exempt information if it is reasonably accessible to the applicant otherwise than under Section 1 of the Freedom of Information Act 2000. Section 21 is an absolute exemption and where information falls within the scope of an absolute exemption, a public authority is not obliged to communicate it to an applicant and is also not obliged to comply with the duty to confirm or deny the existence of the information requested.

In accordance with the Freedom of Information Act 2000, this letter represents a Refusal Notice for this particular request.

The APP College of Policing guidance states that a request for internal review should be made within 20 working days of the date on this response or 40 working days if extenuating circumstances to account for the delay can be evidenced.
