Dog Breeding Licences

We're waiting for Martina to read recent responses and update the status.

Dear Sunderland City Council,

My name is Martina Hogg and I am making a Freedom of Information request. Please provide the following information.

• Number of applications for a new licence in last 12 months
• Number of applications for a licence renewals in last 12 months
• Number of new licences granted as a result of an application made in the last 12 months
• Number of licences renewed as a result of an application made in the last 12 months
• If appropriate, grounds on which any licence (new or renewal) was refused.
• A copy of each dog breeding licence currently issued.
• Please confirm the number of staff and qualifications of staff employed by each licence holder (for the avoidance of doubt I am not requesting any details of individual staff, just number employed by each licence holder and the qualification(s) held)
• When applying for a new licence or a renewal which of the following do you require in respect of the animals specified in the licence
o Name
o Gender
o Age and/or date of birth
o Microchip number
o Breed
o Description
o Date of purchase
• Where a breeder buys/sells a breeding dog during the period of an issued licence do you require them to notify you of the change at the time of the sale/purchase of the dog or are records only updated at the time of the renewal application?
• What steps, if any, do you take to ensure that each breeder complies with The Microchipping of Dogs (England) 2015 regulations?
• Number of staff employed to conduct inspections during last 12 months
• Total number of inspections conducted during last 12 months
• Number of litters produced (and number of puppies in each litter) by each licence holder
• If you keep records of Kennel Club Assured Breeder Scheme members please confirm which licence holders are also members of this scheme
• Price charged for new licence
• Price charged for renewal of a licence
• Has any licence been revoked or suspended in the last 12 months? If so, please provide details of licence holder and reason for revocation or suspension
• Number of complaints received in the last 12 months and the name of the licence holder complained about. Where a complaint has resulted in enforcement action please confirm what enforcement action was taken and the name of the licence holder (or refer to answer above if details already provided in relation to revocation or suspension of licence)

I refer to your recent request for information under the Freedom of
Information Act 2000. I can confirm that the Council does hold this
information, as detailed below.

 

o Number of applications for a new licence in last 12 months – 4

o Number of new licences granted as a result of an application made in
the last 12 months – 3
o Number of licences renewed as a result of an application made in the
last 12 months – 0
o If appropriate, grounds on which any licence (new or renewal) was
refused. – Application was withdrawn by applicant for personal reasons
o A copy of each dog breeding licence currently issued. – Please see
attached.
o Please confirm the number of staff and qualifications of staff
employed by each licence holder (for the avoidance of doubt I am not
requesting any details of individual staff, just number employed by
each licence holder and the qualification(s) held)

4 of the licence holders are sole operators and the fifth is a
partnership. No information on qualifications is held.

 

o When applying for a new licence or a renewal which of the following do
you require in respect of the animals specified in the licence:  

 

o Name – THIS IS REQUESTED ON THE APPLICATION FORM

 

o Gender – This is requested on the application form

o Age and/or date of birth - This is requested on the application form

o Microchip number - This is requested on the application form

o Breed - This is requested on the application form

o Description – This is requested on the application form but may be
inadvertently recorded.

o Date of purchase – Not required

 

o Where a breeder buys/sells a breeding dog during the period of an
issued licence do you require them to notify you of the change at the
time of the sale/purchase of the dog or are records only updated at
the time of the renewal application?

A licence variation would be required.

 

o What steps, if any, do you take to ensure that each breeder complies
with The Microchipping of Dogs (England) 2015 regulations?

The requirement for microchipping is a condition of the licence.  Any
non-compliance identified would be dealt with appropriately

 

o Number of staff employed to conduct inspections during last 12 months
– 1
o Total number of inspections conducted during last 12 months – 4
inspections of dog breeds
o Number of litters produced (and number of puppies in each litter) by
each licence holder – not required to be notified to us
o If you keep records of Kennel Club Assured Breeder Scheme members
please confirm which licence holders are also members of this scheme –
No records are held
o Price charged for new

Current Application Fee - If fewer than 4 breeding bitches £201.21 / If 4
or more breeding bitches £241.34 – There is then a grant fee to add to
this which varies according to duration of licence issued. Information is
on the SCC website.

 

o Price charged for renewal of a licence – Same as above
o Has any licence been revoked or suspended in the last 12 months? If
so, please provide details of licence holder and reason for revocation
or suspension – No
o Number of complaints received in the last 12 months and the name of
the licence holder complained about. Where a complaint has resulted in
enforcement action please confirm what enforcement action was taken
and the name of the licence holder (or refer to answer above if
details already provided in relation to revocation or suspension of
licence)

7 Complaints but all relating to unlicensed dog breeders rather than
against licensed breeders. Enforcement action ongoing so details will not
be provided at this time.

 

This information has been provided in response to a Freedom of Information
request and this must be acknowledged in any subsequent use of the
information. In addition, the authority must be notified of any proposed
re-use of this information for commercial or other purposes.

 

I hope this is satisfactory. If, however, you are dissatisfied with our
response to your request for information, you can ask for the decision to
be reviewed in reply to this letter, however any request for review must
be submitted within 40 days of the date of this freedom of information
response. The review will be removed from the Directorate and coordinated
by the Council’s team of Solicitors. A request for review should be
