Dear Freedom of Information,

The link provided does not work and a direct enquiry on the website does not work either. In any event, based on previous dealings with other councils, the information online is usually only very limited and will not cover all the information on a licence.

Licensing is by nature a public record of permission granted to an individual/business to carry out a certain activity. By applying for a licence the licence holder agrees for that information to be put in the public domain. The licences can be redacted appropriately (for example if the activity carried on from a residential address) but I do expect to be able to identify the person or entity authorised by the Council to breed and sell dogs.

I would be most grateful if you could review your response in light of the comments above.

Yours sincerely,

Martina

Dear Barrow in Furness Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Barrow in Furness Borough Council's handling of my FOI request 'Dog Breeding Licences'.

I believe that I should be provided with copies of the dog breeding licences as requested.

The request is lawful, fair and transparent. The licence holder has already put their details in the public domain by applying for a licence (which is a matter of public record) to breed dogs. There would be no point in having a licensing regime in place if nobody can identify who the licence holders are.

The purpose of the request is to identify licence holders, the number of breeding dogs kept by each licence holder, the star rating of each licence holder and any special conditions that attach to each licence. I believe there is a legitimate interest in collecting this data.

In the event that the licence holder carries on the regulated activity at a residential address I am happy for the address to be redacted.

I look forward to hearing from you

Yours faithfully,

Martina
