Does The Council Understand The Common Law Idea Of Government By Consent

Legal Issues

1. Does the council provide any training or education for public servants they employ in the legal issues surrounding the matters they are expected to deal with?

2.Does the council have any policies or procedures when an individual from the public does not wish to 'consent to contract' with the council when the council instigates contact with an individual.

3. Is the council operating a government for the people by consent policy? If so what does the council understand this to mean?

4. Does the council explain this to the public servants it employs or are they told to apply rules blindly?

5. Does the council have any policies on forcing people to consent or are the public servants at the council told to ignore any non compliance or questions? If neither then kindly explain what they are taught to do.

5. Please supply links.downloads to the training information, manuals, courses etc, which the counil employees are expected to follow when dealing with the members of the public i.e tax payers, they are paid to serve.
