Documents relating to the Equality Impact Assessment for the Transgender Action Plan

I am making a request under the Freedom of Information Act 2000 to be supplied with the following information:

1. Minutes of all meetings between 19/11/2014 and 14/03/2016 at which the Equality Impact Assessment for the ‘Welsh Government Action Plan to advance equality for transgender people’ was discussed or mentioned.

2. All correspondence dated between 19/11/2014 and 14/03/2016 sent by or received by the Welsh Government in which the Equality Impact Assessment for the ‘Welsh Government Action Plan to advance equality for transgender people’ was discussed or mentioned. This should include all relevant internal communications within Welsh Government, as well as all relevant correspondence (email and paper) between Welsh Government and external organisations or individuals.

I am writing to request an internal review of Welsh Government's handling of my FOI request 'Documents relating to the Equality Impact Assessment for the Transgender Action Plan'.

I requested all communications and minutes of meetings which mentioned or discussed the Equality Impact Assessment for the Transgender Action Plan between 19/11/2014 (the date on which the Transgender Action Plan was first debated in the Welsh Assembly) and 14/3/2016 (the date on which the Transgender Action Plan was officially launched by the Minister for Communities and Tackling Poverty).

The response to my request consisted of two documents, FOI 13341 Scanned Papers.pdf, which consists of a single communication between Welsh Government staff and the Minister for Communities and Tackling Poverty, dated 8th December 2015 and FOI.pdf, which is the Transgender Action Plan itself, published in March 2016.

The Equality Impact Assessment Practice Hub (www.eiapractice.wales.nhs.uk), linked to in the Transgender Action Plan and recommended as good practice for carrying out an EIA, states in Step 1: “There should be more than one author” and “Create a timeline in which to conduct the EIA and record progress throughout the assessment.” In Step 5: “It is a crucial responsibility to consult widely on the draft report” and “It is important to ensure that all protected characteristic groups are represented in the consultation.”

If an Equality Impact Assessment was carried out for the Transgender Action Plan following these guidelines, as claimed by Welsh Government, there must have been some further communication both within Welsh Government between the two or more authors of the Equality Impact Assessment (if it was produced internally), or between Welsh Government and the body responsible for carrying out the EIA (if produced externally). There must also have been communications between Welsh Government and other bodies or individuals who were consulted. Have all these communications been lost, like the Equality Impact Assessment itself, or did no other communications take place other than those already supplied for this FOI request?
