Please provide a copy of all documents, emails etc that discuss the requirement of a TV Licence to view online live streaming sites that provide access to user generated content such as chaturbate.com or myfreecams.com.
I expect your response to include discussions and policy documents regarding which types of sites require a TV Licence and examples of individual sites. It might include guidance to TV Licencing staff visiting people's homes as to which content requires a TV Licence. Also discussions of how to interpret "programme" when content is ad-hoc and not scheduled.
