Documentation regarding Light Rescue Pumps

The request was partially successful.

Dear Cornwall Fire and Rescue Service,

I will be grateful if you can provide the following information:

1. Copy of the business case for the introduction of Light Rescue Pumps.

2. Copies of the safety and operational risk assessments for the introduction of Light Rescue Pumps.

3. Copies of the specific safety and operational risk assessments for the stations the first Light Rescue Pumps have been allocated to (Bodmin, Bude, Penzance).

4. If not included in the above documents, I would also be grateful for a list of equipment carried on the Light Rescue Pumps.

5. For comparison, a list of equipment carried on the appliances that the Light Rescue Pumps replaced.

6. If not included in the above information, clarification on mobilising policy for the Light Rescue Pumps. In particular, if a ‘make pumps’ message is received, will a Light Rescue Pump be considered a 'pump' when meeting that request, or are there qualifications in the policy for their use?

Yours faithfully,

A.C. Morris

Cornwall Fire and Rescue Service

Thank you for your Freedom of Information (FOI)/Environmental Information
Regulations (EIR) request - Reference FOI-101004502265. In normal
circumstances we will provide a response within 20 working days of
receiving your request. There may be a small number of occasions where we
may need to extend the 20 working day deadline. We will inform you if this
is likely.

Cornwall Council is made up of many different services and additionally,
wholly owned companies who are responsible for areas such as housing and
highways. Your request will be logged by the Central FOI team and in most
cases will be forwarded on to the relevant service or wholly owned company
to respond directly.

There may be some instances where we will need to contact you in the order
to clarify parts of your request. In this instance we will not be able to
progress your request until clarification has been received.

Under the Act, we will be unable able to process any request where the
actual cost to the authority in terms of staff hours comes to more than
£450. If this is the case we will help you to narrow the request to take
it under any cost limit. In a small number of other cases, a charge may
apply such as with certain environmental information, but we will let you
know if this applies.

We deal with around 2000 FOI/EIR requests for information each year, with
the cost to the Council (not to the customer) ranging between £25 and £450
per request. You may be able to find the information by checking previous
responses on our [1]Disclosure Log, the Council's Publication Scheme, or
by checking the Council's website at www.cornwall.gov.uk. Therefore if you
do subsequently find the information you require by this method and no

Dear Cornwall Fire and Rescue Service,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Cornwall Fire and Rescue Service's handling of my FOI request 'Documentation regarding Light Rescue Pumps'.

I am grateful for the information provided, but I specifically asked for "safety and operational risk assessments". I have only received a safety risk assessment related to noise and no operational risk assessments, generic or station specific, have been provided.

In the business case it says "Crews will be able to deal with the vast majority of the common core of incidents without additional support being required, whilst ensuring public and fire fighter safety and maintaining operational effectiveness." It would not be possible to make that statement unless the effect that using vehicles with less equipment and water would have on operational effectiveness and firefighter safety had been fully assessed. It is those safety and operational risk assessments that have yet to be provided.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/d...

Yours faithfully,

A.C. Morris
