Dear Department for Communities (Northern Ireland),
Further to a previous Freedom of Information request (DFC/2018/0155) and the reply provided to question 7 by Heather Moffett from the Department for Communities Regeneration Directorate on 25th June 2018.

The question and answer as follows; “7) Can you please explain Why the Department never introduced fee paying for the use of the Paisley Park football, Bowling and Boxing facilities in line with fees charged by Belfast City Council since the failure of the Springvale Educational Project in 2002 to date?

Response: The Department acquired the complex with the resident clubs in situ and there was never an intention for the resident clubs to pay fees when using the facilities within the complex. The facilities within the complex provide opportunities for increased social inclusion and community coherence which encourages participation in sport/recreation. In light of the considerable positive contribution these facilities bring to the local community the Department is not minded to introduce fee paying for the resident clubs."

Under the Freedom of Information Act can you please supply;

1) Copies of all documentation used to pen the response provided above to question 7 showing that there was never an intention to charge the resident clubs for use of the facilities.

2) Copies of any and all agreements and documentation issued to the clubs from the Department of Communities or previous Departments, or on behalf of the Education Authorities that the lands were acquired for (i.e. Springvale Educational Project) showing the facilities and buildings were to be provided free of charge to the Albert Foundry Clubs free of charge on an ongoing basis.
