Dear Mr Duncan,

In the light of a General Election being called for 12 December 2019, we
are writing to provide an update.

When a General Election is called, Parliament is dissolved and there is no
‘House of Commons’ for the purposes of the Freedom of Information 2000 Act
(FOIA). As a result, there is no public authority to which the 20-working
day response deadline can apply. The time limits are therefore suspended
during the period of dissolution and resume when the House of Commons
first meets following the General Election.

Unfortunately, and despite our best efforts, we have been unable to
complete a response to your request before the House dissolved, and this
is now suspended until the House returns.

Further information about the FOIA and Dissolution can be found on our web
pages here:
[1]http://www.parliament.uk/site-informatio....

In the meantime, if you have any queries about your request, please
contact us quoting the request number in the subject line of this email.

Dear Mr Duncan,

Freedom of Information Request F19-538

Thank you for your request for information as copied below. You have asked
the House of Commons 21 questions concerning printing services for the
House of Commons. Please find our responses to each of your questions
below.

Please note that the House of Commons and House of Lords are separate
public authorities for the purposes of the Freedom of Information Act 2000
(FOIA). However, some of the information you have request is held on a
bicameral basis between the Houses and so our responses here covers
information held jointly by the both Houses of Parliament.

 1. Please confirm if you are in contract for a fully outsourced managed
print service.

This information is held by the House of Commons. The House of Commons
does not have a fully outsourced managed printing service.

 2. Does this include Multi-Functional Devices (MFDs) and printers?

This information is held by the House of Commons. The House manages
separate contracts with suppliers for the provision of MFDs, high-volume
printers & desktop printers.

 3. Please confirm date from and date to of contract awarded and what
extensions if any.

This information is held by the House of Commons. Contracts for
high-volume printers and MFDs were let in June 2015 and extended in March
2019 to terminate in March 2021.

 4. Please confirm who the contract was awarded to.

This information is held by the House of Commons. The Contracts for MFD
and high-volume printers were awarded through the Sprint2 framework,
managed by Specialist Computer Services.

 5. Please confirm the name or job role of the employee that is
responsible for the management of the printer estate for your
organisation.

This information is held by the House of Commons. The contracts for MFD
and high-volume printers are managed by the Head of Device Management.

 6. Please confirm the current Service Level Agreements (SLA’s) in place
and whether these SLA’s have been met over the last 12 months.

This information is held by the House of Commons. Service level agreements
exist in relation to provision of MFD and high volume printing: these are
reviewed regularly and adjusted through regular supplier meetings. SLAs
have been met over the past 12 months.

 7. Please confirm if you intend to go out to tender next time or call off
an existing framework. If so, which one?

This information is not held by the House of Commons.  We hold no recorded
intention at this time. Section 1(4) of the Freedom of Information Act
2000 only requires a public authority to provide information held at the
time of a request being made. There is no obligation to create information
to answer a question.

 8. How many MFDs do you have?

This information is held by the House of Commons. The House has 147 MFDs
in use at the time of the request.

 9. What is the annual spend on MFDs – including lease costs, consumables,
costs per click and service charges?

This information is held by the House of Commons. The annual spend on the
contract for MFDs is £209,000.

Please note that this figure does not include the costs on consumables
such as paper or ink as these costs are part of the wider stationary
budget for the House of Commons and the cost of printing consumables
specifically cannot be disaggregated from this broader figure.

10. How many printers do you have?

This information is held by the House of Commons. There are 1,674 printers
in use at the time of the request. The figure includes printer allocated
to the House of Commons administration, Members of Parliament and the
Parliamentary Digital Service (PDS).

11. What is the annual spend on printers – including lease costs,
consumables, costs per click and service charges?

This information is held by the House of Commons. The annual spend on the
contract for printers is £390,000.

Please note that this figure does not include the costs on consumables
such as paper or ink as these costs are part of the wider stationary
budget for the House of Commons and the cost of printing consumables
specifically cannot be disaggregated from this broader figure.

12. What is the annual spend on toners outside of any contract that is in
place with a 3rd party?

This information is not held by the House of Commons. All MFD and
high-volume printer toners are included in the contract costs. No
information on further toner purchases is recorded by the House of
Commons.

13. Please confirm the annual volumes of mono and colour prints.

This information is not held by the House of Commons. Precise annual
volumes of printing differs from year to year and no exact amount is
recorded by the House to provide.

It may interest you to know that information held by the House estimates
that annual volume of printing for the House is:

o 12 million sheets of black printing
o 4 million sheets of colour printing

14. How much time a month does the IT team spend on printer queries from
end users?

This information is not held by the House of Commons. A record of the
aggregated time spent resolving printer queries each month or an average
estimate per-month is not collected by the House and cannot be
disaggregated from any existing logged information held by the House.

15. Do you have any mobile print capabilities?

This information is held by the House of Commons. Printing services
managed by the House do not allow for mobile printing.

16. Do you have any secure print capabilities?

This information is held by the House of Commons. Printing services
managed by the House do allow for secure printing.

17. What print management software do you use across the organisation?

This information is held by the House of Commons. Printing to the MFD
fleet on the parliamentary estate is managed by Uniflow.

18. What remote monitoring software do you use across the organisation?

This information is not held by the House of Commons as “monitoring
software” is not used by the House.

19. How many locations do you have?

This information is held by the House of Commons. A list of all buildings
owned by the Parliamentary Estate is published in our annual accounts, the
latest of which can be found here at page 116:
[1]https://www.parliament.uk/documents/comm....

As the information you request is reasonably accessible to you otherwise
than under the FOIA, the House is exempting the information under the
exemption set out in section 21(1) and (2)(a) FOIA.  This is an absolute
exemption and the public interest test does not apply.

20. Is there a Digital Transformation strategy in place and if so who is
responsible for this?

This information is held by the House of Commons. There is a Digital
Strategy and it is publicly available here:
[2]https://www.parliament.uk/mps-lords-and-....

The Parliamentary Digital Service is responsible for the oversight of this
strategy.

As the information you request is reasonably accessible to you otherwise
than under the Freedom of Information Act 2000 (FOIA), the House is
exempting the information under the exemption set out in section 21(1) and
(2)(a) of the FOIA.  This is an absolute exemption and the public interest
test does not apply.

21. What are the current mailing processes? E.g franking etc?

This information is held by the House of Commons. Mail processes for the
House of Commons are detailed on the parliamentary intranet. Please the
information as it appears on the intranet copied into the Word document
attached.

Further, Members of the House of Commons have a budget with which they can
purchase pre-paid envelopes with from our contracted provider. Details of
this can be found in the Members’ Handbook on page 60, publicly available
here: [3]https://www.parliament.uk/documents/Memb....

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request.  Complaints or
requests for internal review should be addressed to: Information Rights

Commons, London SW1A 0AA or [4][House of Commons request email].  Please ensure
that you specify the full reasons for your complaint or internal review
along with any arguments or points that you wish to make.

If you remain dissatisfied, you may appeal to the Information Commissioner
