Dockside Parking - Millwall Inner Dock

Roedd y cais yn rhannol lwyddiannus.

Dear Canal & River Trust,

I walk along the docksides of Millwall Inner dock daily. Over a short period of time it would appear that there is now significant abuse by vehicles parked along the dockside.

How much of the dockside is the responsibility of the Canal & River Trust?

It would appear that there is a permit system to park by the dockside. How many permits have been issued and to whom are they issued, businesses or local residents?

There appears to be little in the way of any parking deterrent on the west side of the dock, nor is there much in the way of any proper boundary marking to identify the land that is the responsibility of the Canal & River Trust.

Will appropriate signage be installed and an effective parking restriction programme be implemented to keep the dockside walkway free from from parked vehicles?

Yours faithfully,

Ralph Hardwick

Dear Information Request,

Dear Mr Fellows,

I am referring to Millwall Inner Dock, both east and west, south of South Quay DLR station on Marsh Wall, to where the dock opens out into Millwall Outer dock about 100 meters south of Pepper Street bridge.

I hope this clarifies the request.

Thank you

Ralph Hardwick

Yours sincerely,

Ralph Hardwick

Dear Information Request,

I believe I have replied to this already, but to confirm this is with regard to Millwall Inner dock, south of Marsh Wall by South Quay DLR station, both sides until the dockside becomes Millwall Outer dock about 200m south of Pepper Street bridge.

There appears to be inadequate parking controls on the dockside with many vehicles parking on the pedestrian and cycle way.

Yours sincerely,

Ralph Hardwick

Joshua Fellows, Canal & River Trust

Dear Mr Hardwick ,

Thank you for contacting the Canal & River Trust with your request for information. The Trust has treated your request as a request for information under the Freedom of Information Act 2000.

1.How much of the dockside is the responsibility of the Canal & River Trust?
As previously stated, Different areas of the Docks are under different agreements with various parties as there are different businesses and properties in the area etc.

2.It would appear that there is a permit system to park by the dockside. How many permits have been issued and to whom are they issued, businesses or local residents?
The only controls the Trust has in place is on the Eastern side of the development at the entrance to Oaklands Quay. Here we have employed a parking regulation company Smart Parking they use an ANPR System this has been put in place as health and safety precaution as individuals were parking here after using the Gym or the restaurant and they were blocking the emergency access point. We have what is called a Whitelist for parking permits so businesses in the area can take deliveries without being fined. Some businesses also have a few spaces within this area as part of their lease, Due to the health & safety implications of this dockside no parking permits are provided to local residents, as we need to keep the area clear at all times. The Trust does not hold the information on the exact number of parking permits that have been issued.

3.There appears to be little in the way of any parking deterrent on the west side of the dock, nor is there much in the way of any proper boundary marking to identify the land that is the responsibility of the Canal & River Trust?
Please see parking restrictions stated above. There is an area on the Western side opposite the Cube where cars do park. This is not land which the Trust owns so we can't enforce anything here, our ownership starts from the grey paving. The way that the street furniture is arranged on the rest of the Western side we believe that people do not tend to park further in this section to the West to Pepper Street.

4.Will appropriate signage be installed, and an effective parking restriction programme be implemented to keep the dockside walkway free from parked vehicles?
See parking restrictions stated above all of the procedures are in line with the British Parking Association regulations. If a vehicle is parked there without a permit, they will receive a fine.

If you are dissatisfied with the handling of your request, you have the right to ask for an internal review. Internal review requests should be submitted within two months of the date of this email and should be sent by email to [email address] or by post to Information Officer, Legal Department, Canal and River Trust, Aqua House, 20 Lionel Street, Birmingham, B3 1AQ. You are also able to contact the Information Commissioner by telephoning 0303 123 1113 although please note they would usually expect you to have gone through our internal review procedure before contacting them.
