Do some residents pay twice over for particular public services?

The National Association of Local Councils (NALC) have produced a guide entitled "MANAGING DOUBLE TAXATION".

NALC defines 'double taxation' as "where residents in certain local council areas are paying twice over for particular public services. It can happen because many local services are Concurrent Functions - that is, they can be managed and delivered either by local parish and town councils or by principal local authorities (district, borough, unitary or county councils)".

Many areas in the Carlisle City District are classed as 'Rural' and have some services provided by Parish Councils and many are classed as 'Urban' and have those services provided by the City through a Council Tax levy paid for by all residents across the whole district.

The information you have requested is enclosed. 

1. What measures are taken in preparing the Council Tax budgets to ensure
double taxation does not occur? The Council liaises closely with the
relevant parish councils in setting their precepts and ensures that the
services being provided by the parish are not also provided by the City
Council. Most parishes in the area are relatively small and only provide
basic services.

2. Are the any 'Special Expenses' levied under Sections 34 and 25 of the
Local Government Finance Act 1992? No

The supply of information in response to an information request does not
