Do Norfolk Constabulary take complaints of Harassment Seriously?
Dear Norfolk Constabulary,
Under the FOI act, please can you clarify the following;
1) Do Norfolk Constabulary take complaints of Harassment Seriously?
Especially those that have continued over many years.
2) What are/is your policy/guidelines on this crime?
3) Can you assure the people of the county, that this crime is taken seriously by yourselves?
4) What reasons, if any, would you not make any efforts to investigate such crime?

We are in receipt of your three requests as below:-
Request 1:
1) Do Norfolk Constabulary take complaints of Harassment Seriously?
Especially those that have continued over many years.
2) What are/is your policy/guidelines on this crime?
3) Can you assure the people of the county, that this crime is taken
seriously by yourselves?
4) What reasons, if any, would you not make any efforts to investigate
such crime?
Request 2:
1) In the latter part of 2019. Apparently , there was a" threat to kill"
made by someone on a pheasant shoot to another person (who was Not part of
the shooting party) Police were called & a number of armed response units
attended . They found that the person in question did not have a license
?
Please can you confirm that this event took place? What action was taken?
NB;-(I am avoiding actually naming this village but with such an initial
response from the police , I am sure that you will know which case that I
am referring to)
2) Why was there no news about this event , in either the local
newspapers/regional news , or national media etc?
3) Is this case going to court?
4) If not , why not?
Request 3:
1) If a 999 call is made ( one of many that night in 2019), regarding the
use of a "semi automatic weapon", being used in a very erratic manner on a
saturday evening. And one of the callers stating , two persons were
repeatedly shooting whilst racing around on the back of a quad bike.
Describing it as being in "the wild wild west" .
What if any , risk assessment was/is made & for whom?
2) Who would decide , that NO ACTION was/is required to attend the callout
or to follow up with any investigation? And what reasons are there , for
any exemptions of protocol?
Your requests are not valid under section 8 of the Freedom of Information
Act as they do not describe what held information is being requested.
The Freedom of Information Act provides the public with a right to submit
requests for the publication of recorded information held by a public
authority. The Act does not provide a general forum by which members of
the public can submit questions to the Constabulary, or any member of the
Constabulary, in order to seek comment or opinion.
In addition, the Constabulary is only obliged to consider the publication
of recorded information held at the time of receiving a request for that
information, and we are not obliged to create information in order to
provide a response to a Freedom of Information request.
With regard to request 1, questions 1, 3 and 4 are not asking for recorded
information. We could log question 2, relating to harassment policy and
guidance.
With regard to requests 2 and 3, again these appear to be asking for
comments. Additionally, there is insufficient information provided, in
order for us to identify the specific incidents that you are referring to.
Therefore, your requests are not being logged at this time. Please
re-submit your requests, clearly describing what information, held by the
Constabulary, you are seeking.
