Dear Northampton Borough Council,

Please provide me with -

1) a detailed schedule of the repairs to, and maintenance schedule of, any/all Pay & Display Ticket Machines on Floor 1A of The Grosvenor Multistorey Car Park, Northampton, from 1st August, 2011 through to 30th August, 2011 ;

2) a detailed schedule of all disputed Parking Charge Notices (PCNs) issued in The Grosvenor Multistorey Car Park, Northampton, on Saturday, 6th August, 2011 and Sunday, 7th August, 2011, and/or or for a recorded period which includes the date 6th August, 2011 ; and/or in the alternative, details of the number of disputed Parking Charge Notices (PCNs) issued as against or in comparison to the actual number of PCNs issued within The Grosvenor Multistorey Car Park, on the dates mentioned above or during the specified period ;

3) a detailed schedule of all disputed Parking Charge Notices issued in The Grosvenor Multistorey Car Park, Northampton, during the month of August 2011;

4) expressing the number of disputed Parking Charge Notices (PCNs) as a percentage (%) of the entire number issued within The Grosvenor Multistorey as a whole on 6th and 7th August, 2011, and for the month of August 2011 as a whole ;

5) expressing the number of all disputed Parking Charge Notices (PCNs) as a percentage of the number of PCNs issued as a whole up until such time as the machine was repaired or replaced under item 1) above within The Grosvenor Multistorey Car Park ; and further

6) details of any/all bonus structures howsoever prescribed, be they a merit reward, and/or salary payment or annual payment or bonus, howsoever described, payable to Civil Enforcement Officers in general, and details of any/all Parking Charge Notice performance/issuance related target structure howsoever set or laid out, stating over what period (daily, weekly, monthly, quarterly or annually) the reward structure exists or is applied, howsoever described, as set down for Civil Enforcement Officers in respect of Parking Charge Notices issued by them.

Mrs Kirby,

I have transferred questions 2-6 to Northamptonshire County Council for
them to respond to.

Ideally the request should have two separate numbers on the WDTK site.
As we have transferred part of the request the responses from both
organisations will be mixed up and any complaint / challenge / appeal
you may have with the County will be recorded against Northampton's
record.

Can I request that once NBC has responded you close off your request
with the most appropriate successful / partial etc. response. Should you
wish to appeal NCC's response please open a new WDTK request to do this.

Although there are provisions in the Act to transfer requests, when a
site such as WDTK is used this is impractical as the response
performance of two organisations cannot be recorded within one request.
In hindsight it would have been clearer to advise you to submit
questions 2-6 to NCC as a separate request. We will do this in the
future.
