Dear Cabinet Office,

I refer to a memo sent by Ben Lyon (F&DP Secretariat) to former Cabinet Secretary, Gus O'Donnell, dated 03 June 2009 on the Iraq Inquiry Secretariat.

Section 5 of this memo- entitled 'Secretariat/ practical arrangements-' refers in its final sentence to a proposal to convene 'before the end of June, an internal Cabinet Office meeting, which Margaret Aldred would chair, including Propriety and ethics, Finance, Human Resources and Estates'.

I request disclosure of all papers referred to by, and minutes of, this meeting.

Dear FOI Team Mailbox,

Thank you for your reply. I seek an internal review.
I would be grateful if you could answer the following question; which of the scenarios below best explains why the Cabinet Office apparently holds no information relevant to this request-
a) the proposed 'internal Cabinet meeting' referred to never took place
b) the meeting took place but no minutes were made or records kept
c) the meeting took place and minutes were made but were not kept: they were destroyed and records also disappeared
d) the meeting took place but, despite being proposed as an 'internal Cabinet meeting' was in fact held under the auspices of the Iraq Inquiry specifically to avoid any future obligation to disclose the minutes
e) the meeting took place as an 'internal Cabinet meeting' and minutes were made and kept but the Cabinet Office is denying such because it has little confidence of winning a potential challenge in court after losing a freedom of information battle over official advice given to Gordon Brown for setting up the Iraq Inquiry.
