Dear Association of Police Authorities,
1. Please provide a copy of any policy or procedure covering the investigation and disciplinary procedures carried out by police authorities investigating senior officers.
2. Please state if there are any circumstances where a police authority would convene a panel to dismiss a police officer below ACPO rank (a junior officer)without having to comply with procedures contained within the Police (conduct) Regulations.

Please see this email as a reply to your two recent Freedom of
Information Act requests.
1. With regard to Chief Officer complaints new guidance is currently
being drafted, following the recent review of the IPCC guidance on
handling complaints. In the meantime, the best document would be the
Home Office Guidance on Police Officer misconduct, Unsatisfactory
Performance and Attendance Management which is on the HO website which
covers both ACPO and Non-ACPO ranked officers:
2. We are not aware of a situation where a Police Authority could
convene a panel to 'dismiss' a non-acpo ranked officer without complying
with the Police Conduct Regulations. It should be noted that a
Misconduct Hearing is where matters of Gross Misconduct are determined,
to suggest its role is to 'dismiss' is prejudicial, however a possible
outcome of Misconduct Hearings is a finding fo Gross Misconduct which
could lead to dismissal. In any such case the Police Authority would
never 'sit' on the panel, but they would have administrative
responsibilities as the appropriate Authority.
