Disabled Workforce - Request for further information following the Council’s latest response

Dear Calderdale Metropolitan Borough Council,

Request for further information following the Council’s response:

What was the Council’s budget for delivery of disability awareness training in each of the past 5yrs and how much has the Council spent on delivering this kind of training since 2013?

How did Calderdale Council choose which partners to work with to better understand the experiences of disabled people, those with long term health and mental health conditions in the Council’s workforce?

How has developing these partnerships with Calderdale College and Mencap assisted the Council in better understanding the experiences of disabled people, those with long term health and mental health conditions in the Council’s workforce? What work has been undertake to quantify and qualify that ‘through supporting and working alongside disabled students this raises awareness and confidence within our workforce’?

How many students have undertaken a work placement with the Council since January 2017, what was the nature of their disability ie learning, physical, mental illness disability and how old were the students?

Please provide a copy of the trainer notes for the Disability Awareness Training Sessions delivered to the Council’s workforce by Lead the Way (Cloverleaf Advocacy), along with the invitation to tender to support these sessions and tenders submitted to deliver the training alongside Lean the Way.

Please provide a copy of the team structure chart for the Lead the Way team showing directorate and reporting line to senior managers, all the posts in the team, along with their grade, pay range, total hours per week and contract type ie fixed term, permanent etc and a copy of the role profile for each post. In addition, please advise what professional qualifications the members hold to undertake their work eg do they have a training qualification, and do any members of the team have a disability?

When did the Disability Awareness Training Sessions delivered by Lead the Way (Cloverleaf Advocacy) become available, are they mandatory to attend and how many employees have attended the sessions?

Have all of the Chief Executive, leader of the Council, Directors, Head of Service and Corporate Leads attended the Disability Awareness Training Session? If not what is the reason for this and which officers haven’t attended a session?

The Council states it ‘will recruitment 50 interns with long term and/or mental health conditions over the next 3 years’ – what is the criteria for candidates to meet this requirement, when did the programme commence, how are these opportunities promoted to potential candidates, how many interns have been recruited to date, what are the ages of the interns and how many interns have been successful in being recruited to Council jobs through the Future Workforce Programme – internal recruitment site? Please provide end dates for those interns currently on the programme and identify the team and roles within that team responsive for facilitating this programme.

In regard to ‘Project Search’ please identify the organisation responsible for the delivery of this programme and if this is the Council please provide further details of this project.

Please provide a copy of the Council’s latest ‘Disability Confident Employer’ assessment showing progress and areas for development.

Please provide a copy of the Council’s latest ‘Mindful Employer’ assessment showing progress and areas for development.

What number of employees has the Council put reasonable adjustments in place for in the past 3 years and how much money has the Council spend putting in place those adjustments?

Has the Council received any financial support and or assistance through ‘Access to Work’, if so specify what this was?

In regard to the ‘Annual Inclusion Event (Sept 2018) please advise how this was promoted, who the event was promoted to, where the event took place and how, how many employees attended, if the Chief Executive, Directors, Heads of Service and Corporate Lead officers attended and which failed to attend (by role title), how many stalls there were and which partners attended, who were the key note speakers and what were their speeches – please provide a copy if available.

What work have HR undertaken alongside Public Health colleagues to improve physical and mental wellbeing in the past 3yrs? Which officers from Public Health have been involved, what are their role titles and what professional qualifications do they hold? What work was undertake to support and improve the physical and or mental wellbeing of those living with disabilities and long term chronic health conditions?

Please provide a copy of the remit of and members of the Wellbeing Board sub groups 1) Workplace Health 2) Time to Change.

In regard to the Mental Health and Wellbeing Conference Event (Oct 2018) please advise how this was promoted, where the event took place, who the event was promoted to and how, how many employees attended, if the Chief Executive, Directors, Heads of Service and Corporate Lead officers attended and which failed to attend (by role title), how many and which partners attended, who were the key note speakers and what were their speeches – please provide a copy if available.

Please provide a copy of the Council’s Health and Wellbeing Strategy.

In response to the question ‘How many disabled people at risk of compulsory redundancy have been retained in the Council’s workforce and how many were not retained?’ the Council states ‘We are unable to provide disability status for employees at risk of redundancy as we do not hold this information. In view of this, how does the Council’s senior managers protect the most vulnerable members of the Council’s workforce to ensure they are not discriminated against? What quantitative and qualitative information is produced and how often to assist senior managers in protecting those with disabilities and chronic health conditions?

What were the ages for those employees compulsorily made redundant in 2015 – 2017?
How many of those people made compulsorily redundant in 2014 – 2018 had an absence requiring a Fit Note in the preceding 2yrs before redundancy and how many had an absence of more than 4 weeks?

How many employees who were unable to continue doing their job and were at risk of being dismissed have been recruited to another job in the Council in the past 3 years?

How many employees who were unable to continue doing their job because of disability or a chronic health condition have been dismissed by the Council in the Council in the past 3 years?

When was the last occasion that the Council invited employees to declare a disability through updating their information on the Council’s employee self service HR system? Please provide a copy of the request and advice what number of employees responded to declare a disability?

How is the Council measuring the success of Disability Awareness training?

What bespoke sessions have been developed and delivered by Lead the Way, in addition to Autism Awareness and Neurodiversity in the Workplace.

Please provide a copy of the training notes for Autism Awareness, Neurodiversity in the Workplace, Unconscious Bias, Dynamics of Language, the title of the post holder who delivers the training and professional qualifications held to undertake this training.

What is the role title of the Council officer/s who produced the response to my previous request?
