Finance England or Student Finance Wales or both.  Also, you have referred
to "this academic year".  As academic year 2018/19 has just, or just about
to start, please advise whether you are seeking information for academic
year 2018/19 or 2017/18, bearing in mind that some students do not apply
for DSA until after they have commenced their course.

Once we have received clarification of these points we will respond to you

Dear Ms Reid

I refer to your recent email dated 04/09/2018 requesting the following
information under the Freedom of Information Act 2000 (“FOIA”):

“I am writing in regard to students in receipt of DSA's this academic
year. I would like to request:

1) The number of DSA orders which include Text to Speech Software?
2) The total number of DSA orders?
3) The number of orders which include Maths support software?”
Clarification of your request was sought, and by email dated 18/09/2018
you confirmed the following:

“I would like to obtain information on both SFE, SFW, SFNI and SAAS in
Scotland if possible, please.

The academic period I would ideally like information on would be academic
year 16/17 and/or 17/18.”

Response

I can confirm that the Student Loans Company Limited holds Disabled
Students’ Allowance (“DSA”) data for Student Finance England, Student
Finance Wales and Student Finance Northern Ireland but not the Student
Awards Agency of Scotland.  The data that you have requested would be
obtainable from the DSA application processing data, which SLC holds for
SFE and SFW (as SLC processes DSA applications for SFE and SFW students),
but not SFNI (as the Education Authority processes DSA applications for
SFNI students).  For SFE and SFW DSA data, SLC does not hold the specific
information that you have requested.

By way of explanation, while we can provide numbers of total agreements
for DSA equipment from our internal records, this does not necessarily
mean equipment was ordered (as there are some students who never order
their equipment).  If your request was to progress with revision to its
current wording, in terms of breaking the data down further to types of
software, this level of data is not recorded.  To collate this information
would require a manual analysis of accounts to establish what, if any,
specialist software was part of the order.  This manual exercise is
estimate to exceed 18 hours of staff time and would therefore be refused
under section 12(1) of the FOIA as the cost of complying with your request
would exceed the appropriate limit set out in the Freedom of Information
and Data Protection (Appropriate Limit and Fees) Regulations 2004.  The
limit applying to SLC is £450 or 2.5 days (calculated to be 18 hours of
staff time at £25 per hour).

An alternative dataset would be the number of students in receipt of a DSA
equipment payment for academic year (“AY”) 2016/17 and/or early AY 2017/18
data.  This data is already produced for SFE students in the Student
Support for Higher Education in England Statistical Publication which is
published in November each year (current publication available at

- see table 3C of the Excel Tables).  While these breakdowns are not in
the SPs for Wales or Northern Ireland, the same level of detail has been
released previously under FOI (see FOI request 03-17 that is published on
our FOI Disclosure Log at

  These datasets could not be made available until after the SPs were
published in November 2018 as releasing the SFE data would result in a
breach of the UK Statistics Authority Code of Practice for Statistics.

For SFE DSA, a sample exercise has been undertaken for academic year
2016/17, where a sample of agreements was taken and details of all support
agreed was captured.  We would be able to provide the software breakdown
of this sample exercise if this would be of interest.  Please note that
Text to Speak software is relatively straightforward, however we would
need to know the names of the Maths support software.

Once you have considered our response and the alternative data that could
be provided we would be happy to deal with a resubmitted request based on
our advice and assistance as a new request for information.  

Internal review process

If you are dissatisfied with the handling of your request, you have the
