Dear Barnet Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Barnet Borough Council's handling of my FOI request 'Disabled People'.

There are many ways in which the Council has interaction with disabled people. Therefore, the Council must have information on numbers, even if they are not absolutely accurate. I am not satisfied that my request, like others I've made, has been dealt with openly or transparently.

The links that were included in the response are nothing but singular pages on the Oxford Brookes website. I would also like to know why such unhelpful information was included in the response.

I write further to our email acknowledging your request for an internal
review into the handling of your request for information. 
 
You have requested an internal review of the Council’s response in
relation to your request.  I have undertaken the internal review and the
outcome of my review is set out below.  Your complaint is partially
upheld.
 
In compiling this response I have contacted the Performance team, Adults &
Communities, Education Services, Family Services and Parking for any
specific service held information held about wheelchair users.
 
The first question asks for information about wheelchair users in the
borough.  Barnet Council does hold very limited information about
wheelchair users for example who access adult social care services but
even where this information is held this is not in a ‘reportable’
format.   As such, the following FOI exemption would apply - see refusal
notice below.
 
As far as wheelchairs go, this may be a matter for the Clinical
Commissioing Group (CCG), as they submit returns for the NHS National
Wheelchair Dataset:

The second question asks for information about the number of people with
disabilities in Barnet.  The information held on Barnet systems about
people with disabilities in the borough would be partial at best as again
we only hold information on people with a formal registered disability or
people with various needs in receipt of social care.  The previous
response signposted you to the two most widely used sources of current and
predictive data about people with disabilities in Barnet and other local
areas; accessing this information would provide the most complete and
accurate answer to your question.

The information requested cannot be gathered electronically and would
require manual compilation.  We estimate that compliance with your request
would exceed the appropriate time/costs limit under section 12 of the
Freedom of information Act 2000. This is currently 18 hours /£450. 
Section 12 (1) of the FOIA does not oblige a public authority to comply
with a request for information if the authority estimates that the time or
cost of complying with the request would exceed the appropriate limit as
set out above. 
 
I am sorry I cannot be of further assistance but it appears we do not
collate the information you have requested in a centralised or reportable
format.
