Please answer the following questions and provide the requested information:

Within the past 5 years, what research has been undertaken by the Council into the demand for adaptable and accessible housing for those with disabilities, in particularly those with mobility issues, both wheel chair and non-wheel chair bound, and those with limited or no vision? Please provide a copy of the reported findings and conclusions.

Do any new build home projects currently under construction include the building of bungalows and if so what number of these will be available for rent and what number will be available for sale? Of those available for sale, what number are classed as ‘affordable housing’? Please provide details of the number of rooms, the dimensions of rooms and doorways.

Dear Sir,

In 2017, the council completed Supported Housing for Adults Position Statement
which sets out the position on provision of supported accommodation for Adults
for Commissioners and Providers, and local stakeholders.  This document is
attached. 

 

We have also completed a disability living service review which led to the
creation of the Disabled Persons Register.  This was a project with local
Registered Providers to establish a housing register that directly links
suitable properties with applicants.  Further information can be found at

A new Housing Strategy for Oldham in due to published in July 2019 and
this will contain further analysis and recommendations regarding
disability housing.

 

There is one scheme currently on site providing 8 bungalows and further
information can be found via the Planning Portal

We are currently developing a project to build wheelchair accessible
properties in the borough but at this stage we do not have specific
details of the properties, although it is anticipated that the homes would
be available as Affordable Rent.

 

The Council’s local planning policy is set out in the adopted Joint Core
Strategy and Development Management Development Plan Document (Joint DPD).

The Joint DPD includes the following policies:

o Policy 11 on Housing, which seeks to ensure that all residential
developments deliver a mix of appropriate housing types, sizes and
tenures that meet the needs and demands of the borough’s communities,
based on local evidence; and
o Policy 20 on Design, which sets out a number of key design principles
for new development including adaptability.

 

Policy 20 is supported by the council’s Urban Design Guide, which although
not formally part of the Local Plan is still considered to offer relevant
advice and guidance. This provides guidance on how to design flexible and
adaptable buildings to accommodate changing lifestyles etc.

 

The Council is in the early stages of reviewing the Local Plan and the
emerging Local Housing Needs Assessment, which is being finalised as part
of the council’s Housing Strategy (currently out to consultation). This
will form an important part of the evidence based regarding the type and
mix of homes required in the future to meet our local housing need and
will be used to inform the preparation of policies within our Local Plan.
