Dear Driver and Vehicle Licensing Agency,

Under the Freedom of Information Act 2000, please give me a list of the codes/prefixes which are allocated to foreign countries and international organisations for their diplomatic cars.

You will realise that this information is obtainable (although with some difficulty) by simple observation, for instance, standing outside the Afghan embassy, standing outside the Albanian embassy, standing outside the Algerian embassy ad so on. So you would find it difficult to say that a health & safety, security or international relations exemption is in use.

Please pass this to a senior person to conduct an internal review.

Your refusal notice does not explain how the exemption is relevant. You have simply said that disclosure "would be likely to prejudice relations between the UK and other States" but that is just the wording of the exemption not an explanation fo how it applies in this csae.

Firstly I apologise for not responding before now.

In your email of 12 September you stated that DVLA's refusal notice "does not explain how the [s27(1)(a) FIOA] exemption is relevant". However, the refusal notice stated that 'full details of the public interest carried out can be found in the attached Annex'. Therefore the Agency's arguments for and against disclosure were provided to you at the time. I've attached again a copy of the refusal notice and relevant Annex.

Should you still require DVLA to review the response having considered the Agency's arguments, then please let me know.

I read that appendix. It doesn’t explain your reasoning. It just says the words from the exemption. You haven’t said why you think prejudice would occur. Review.
