Camden Council is listed as responsible for project under data sharing powers of the Digital Economy Act.

1) Can you please provide a copy of the proposal form sent to Cabinet Office for approval for a pilot information sharing agreement to be made for the project entitled "Camden National Troubled Families Programme" (number 89 in the project list).

For clarity, that project is listed as having the purpose:
"The data are processed for the purpose of the national evaluation of the Troubled Families programme. It aims to support families with complex needs including but not limited to the below: Crime and Anti-Social Behaviour, Poor school attendance or exclusions, Children in need (those with behavioural or developmental issues, or those at risk, or on child protection plans), Out of work or at risk of financial exclusion (debt and / or housing related problems, young adults who are NEET, Domestic violence and abuse, Mental or physical health problems"

2) Please provide guidance or information, if any, Cabinet Office provided on a) whether they expected you to publish the above proposal form, or b) gave reasons as to whether they would publish it themselves on gov.uk. (ie, whether they told you that they/you should have published this yourselves, and not relied up an FOI)

With regards to Q1, We do not know what project list this refers to.
Please can you clarify the information you are seeking and from which
project list this is. We need to know this in order to know what proposal
form is being referred to and therefore to be able to answer the questions

Dear Camden Borough Council,

The relevant project, number 89 in the register of Digital Economy Act projects provided in the previous clarification, has an agreement for data sharing that runs from 1 December 2020 until 1st August 2025. It is the application that led to that line in the register which I've requested.

It may well be a renewal/continuation of the 2017 project to which you refer, but the 2020 document I'm asking for should say that if so - it is unclear from the currently public record whether that is the case.

As an aside, relating to part 2 of my original question, but also for any of the CDDO staff who may be reading this, this exchange is why the Register should require all applications be proactively published, and linked from the register when added, rather than having busy staff in other areas of Government try and figure the details out later in response to FOI requests.
