A Freedom of Information Request

Subject: Cllr Ann O’Byrne Ex -DPC

Question 1/ Please supply the reason why Cllr Ann O’Byrne, ex-Deputy Police Commissioner left this position as ( DPC) was it before the police raid on one of the homes of Mr & Mrs McInnes or on the same day as this police raid on June 18, 2015, with specialist police arresting Quigley as part of a cross-country crackdown on drugs.

Mr McInnes’ web of business interests also saw him develop connections with players in Liverpool’s underworld, Companies House records reveal he was once a director of the now dissolved firm Peckers Hill Development Ltd.

He held that role alongside wife Sheila Ann McInnes and Anthony Quigley, who all used a plush Childwall Park Avenue home as their address for company correspondence.

Question 2/ At the time Ann O’Byrne was acting as the Deputy Police Commissioner, she was also involved with PHD1 and Peter McInnes &Co, did she not do or run a full background check into this company PHD1 and or Anthony Quigley?

Question 3/ Did Ann O’Byrne not inform the police of her other private dealing with PHD1 and peter McInnes and Anthony Quigley with the on-going contracts involving the Liverpool The chinatown£200m project along with another 2 projects.

Question 3/ Many members of the business community have found this relationship very odd due to the fact her role with the Merseyside police, and then working and being involved with a well-known “Heroin dealer” and his role in Peter McInnes’s company PHD1, then there is the leaked e-mails from the then Deputy police commissioner to, Mr Ged Fitzgerald, Mayor of Liverpool “Joe Anderson” with reference to this new project in Chinatown.

Will our Merseyside police please supply the reason she left her role and why, along with the date?

Did Ann O’Byrne while being (DPC) register all her interests with PHD1, Mr McInnes, and Mr Quigley?

She may have known these other persons also.

Mr Samuel Beilin, Mr Lee James Spence and one other person who works with PHD1, Mr Kevin Corish?

Question 4/ Did Jane Kennedy help make the decision to appointment Cllr Ann O'Byrne into her new role with the police and did Jane Kennedy know of Ann O’Byrne’s relationship with the above company and persons?

I can confirm that none of the information you have requested is held by
Knowsley Borough Council as the host of the Police and Crime Panel. 

 

In doing so I should point out that you have referred to Councillor Ann
O'Byrne and her previous role as Deputy Police and Crime Commissioner for
Merseyside.  Her appointment to this role was made by the Police and Crime
Commissioner for Merseyside, Jane Kennedy.  Any records with regards to
her leaving that role or the interests she registered whilst playing the
role are therefore likely to be held by the Office of the Police and Crime
