Dear Leeds City Council,

Under the provision of FOIA please supply me with the following information in electronic format the following information:

1. Please advise how a tenant’s DHP award is paid? Is it to the individual or to the Landlord?

2. In cases where the individual is a tenant of a social housing provider, does the individual have a means to approve payment is made direct to the social housing provider?

If So:

1. Since 2014, until the date of this request please advise the total amount of individuals who were awarded DSP discretionary housing Payments from your Council area from 2014 until the date of this request?

2. Please break this amount into annual, then monthly and finally weekly numbers?

3. Of the above please break down each set into whether the payment was paid direct to the Landlord (please stipulate the name of any social landlord)?

4. Of the above please break down each set into whether the payment was paid direct to the Individual?

I refer to the above and your request dated 6, February 2018. I have
contacted the relevant services and now provide a response to the
following request DHP award and tenant housing payments.

 

Please find our response to part 1: questions 1 & 2

 

1.                Please advise how a tenant’s DHP award is paid? Is it to
the individual or to the Landlord? 

DHP can be paid to either the individual or the landlord.

 

2.                In cases where the individual is a tenant of a social
housing provider, does the individual have a means to approve payment is
made direct to the social housing provider?

Yes the individual has the opportunity on the DHP application form to
request where they would like their DHP to be paid.

 

If So:

 

3.                Since 2014, until the date of this request please advise
the total amount of individuals who were awarded DSP discretionary housing
Payments from your Council area from 2014 until the date of this request?

Please can you provide clarification in respect of what is meant by DSP
please. Once, you provide clarification, we’ll aim to respond to the other
questions.

 

I trust that this response is satisfactory. If however you are

independent officer within Resources & Housing. They will re-examine your
request and assess whether we have adhered to the requirements of the act.

I am writing to request an internal review of Leeds City Council's handling of my FOI request 'DHP Award'.

I am disatisfied with your response asking me what the term DHP (Discretionary Housing Payments) is, when you have clearly mentioned this terminology in an answer to one off the previous questions.

This appears to be a deliberate attempt of prevarication in a bid not to respond within spirit of FOIA, and delay or attempt to withhold the information requested.

Please accept my apologies, however the service in question were genuinely
unsure by the abbreviation 'DSP', which you listed in the original
request.  As you may appreciate the council use numerous acronyms, hence
the confusion caused.

 

We have provided the information on the basis that it was indeed meant to
state 'DHP'. Please see our response below;
