Dear Kirklees Borough Council,

Under the provision of FOIA please supply me with the following information in electronic format the following information:

1. Please advise how a tenant’s DHP award is paid? Is it to the individual or to the Landlord?

2. In cases where the individual is a tenant of a social housing provider, does the individual have a means to approve payment is made direct to the social housing provider?

If So:

1. Since 2014, until the date of this request please advise the total amount of individuals who were awarded DSP discretionary housing Payments from your Council area from 2014 until the date of this request?

2. Please break this amount into annual, then monthly and finally weekly numbers?

3. Of the above please break down each set into whether the payment was paid direct to the Landlord (please stipulate the name of any social landlord)?

4. Of the above please break down each set into whether the payment was paid direct to the Individual?

I am writing in response to your request dated 6 February 2018.  This has
been dealt with under the Freedom of Information Act 2000.

 

The Council’s response to your specific questions is set out below:

 

1.       Please advise how a tenant’s DHP award is paid? Is it to the
individual or to the Landlord? 

 

DHP is normally paid to the tenant unless the payment is for rent
arrears.  Where payments of housing benefit / Universal Credit Housing
Costs are paid to the landlord, DHP will usually be paid in-line with
those payments. 

 

2.       In cases where the individual is a tenant of a social housing
provider, does the individual have a means to approve payment is made
direct to the social housing provider?

 

As above. Unless there are arrears of rent over 8 weeks payment is
normally made to the tenant. DHP’s for Kirklees Neighbourhood Housing
tenants are paid direct to their rent account.

 

If So:

 

1.       Since 2014, until the date of this request please advise the
total amount of individuals who were awarded DSP discretionary housing
Payments from your Council area from 2014 until the date of this request?

 

2014/15        1284 individuals

2015/16        1769 individuals

2016/17        1090 individuals

2017/18        670 up to 31/10/17

 

2.        Please break this amount into annual, then monthly and finally
weekly numbers?

 

The Council does not hold the information requested in this detail.  The
Council  provides figures to central government on a six monthly basis and
the dates that awards were input or received is not held.

 

3.       Of the above please break down each set into whether the payment
was paid direct to the Landlord (please stipulate the name of any social
landlord)?

The Council is unable to separate figures into specific landlords. These
figures do not include one off payments or payments to third parties.
       

 

4.       Of the above please break down each set into whether the payment
was paid direct to the Individual?

 

The Council does not hold the information requested in this detail.  The
Council  provides figures to central government on a six monthly basis and
the dates that awards were input or received is not held.
