Dear DDC-Secretariat Parliamentary (MULTIUSER),

Thank you for your reply of 13 October 2014. Would limiting the request to the creation of the MoD website bring it within the cost threshold? If limiting the request in this way would allow you to provide some documentation I would appreciate it if you could do so. Otherwise can you provide a suggestion as to how to limit the request so that you can provide some documentation as to the early discussion regarding the need for an MoD website, the reasons there was such a need and how the website should meet those needs. I am, of course, most grateful for the time you have spent so far in regards to this matter and any further assistance you may be able to provide.

Yours sincerely,

Harry Raffal

Dear DDC-Secretariat Parliamentary (MULTIUSER),

Please can you inform me when you expect to be able to provide a response to this request.

Dear Ministry of Defence,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Ministry of Defence's handling of my FOI request 'development of Ministry of Defence's webpage'.

Having been asked to reduce or refine my request, which I did and sent to the Ministry of Defence's Freedom of Information team on 13 October, I have had heard no further with regards to this request. I would appreciate it if you could undertake an internal review to explain the delay that has occurred and provide a full response to this request.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/d...

Yours faithfully,

Harry Raffal

DDC-Secretariat Parliamentary (MULTIUSER),

Dear Mr Raffal

I apologise on behalf of the department for my delayed response. Following
advice I did not register your subsequent request as a Freedom of
Information request, therefore it is not currently showing on our FOI
database.

The email which we received following your FOI response does not make it
clear which website you are referring to, whether it is the original
Ministry of Defence website created in the 1990’s or the transfer of
contents from mod.uk to GOV.UK in 2012. Ministry of Defence Head Office
alone has a number of documents relating to the original (1990’s) website
and its refresh in the early 2000’s which would exceed the appropriate
cost limit for this request. I was hoping to come back to you with a
proposal on how to limit your request, I am still trying to find a way to
limit the request so that some information may be provided and I will come
back to you shortly.

With regard to the development of the transfer of contents from mod.uk to
gov.uk, the process was as follows. In June 2010 the government appointed
Martha Lane-Fox as UK Digital Champion and asked her to report on the
future of Directgov (GOV.UK’s predecessor). The information at
[1]https://www.gov.uk/government/publicatio...
provides the background to her role.

In October 2010, Martha’s report to Francis Maude, Minister for CO, led to
the creation of GOV.UK and a decision that all government websites should
transition to this single domain, unless there were valid reason to retain
a separate presence. See
[2]https://www.gov.uk/government/publicatio...

The department website was deemed suitable for transition to GOV.UK and
did so in December 2012. On 13 December 2013 [3]www.mod.uk closed and MOD
information became available instead at [4]www.gov.uk/mod

MOD when developing content must comply with the government design manual
[5]https://www.gov.uk/service-manual/user-c...
design follows the government design principles
[6]https://www.gov.uk/design-principles and the information is presented
following the style guide
[7]https://www.gov.uk/design-principles/sty....

Please let me know if you require any further information.

Yours sincerely

Dear DDC-Secretariat Parliamentary (MULTIUSER),

Thank you for your response. My request and clarification specifically relate to the establishment and creation of the 1990s version of the MOD website. Is it is possible for you to identify documents which relate to the NEED for the website and the PURPOSE the MOD hope it will serve? If so I would appreciate you proceeding along these lines.
Whilst I would be interested in the technical details of the website if they could be provided within the cost threshold they are of secondary importance.
Similarly whilst any material relating to the MOD website from 2000 on would be of interest it is of a lower priority to material from the 1990s.
It has been some time since the initial request for information so may I assume you will treat this matter as a priority? In particular if you feel that you need further clarification to meet the cost threshold would please contact me as soon as you become aware of this fact. I do appreciate the work you have done in handling this request so far and ask that at this time the request for an internal review be withdrawn, whilst reserving the right to ask for an internal review at a later date should the need emerge.
If you could please acknowledge receipt of this clarification, confirm whether you will be able to proceed or if you need further clarification and when you believe you will be able to issue a full response I would be most grateful.

Yours sincerely,

Harry Raffal

Dear DDC Secretariat Parliamentary,

Thank you very much for your reply. First may I state my gratitude for the information you have provided. However, I wish to query several points.

In the document provided for 6 June 1996 references are made to the following: 1) reference is made to 2nd PUS/10/5 of 8 May [presumably 1996] 2) reference is made to a D/infod [DINFOD?] provided by the head of media planning but authored by DPISG 3) reference is made to a technical statement drafted by DGICS staff and planned to appear as a DCI and guidance document. These documents seem to fall within the scope of my request, indeed they seem crucial to understanding the context of the 6 June document, and I would be most grateful if you could provide them.

In the document 13 June 96 the title 'MOD use of the Internet is hand annotated and circled. The annotation reads 'new file'. Was a new file created and is that file available? I appreciate that providing the content of the file may be in excess of the cost limit but if it possible to provide please can you do so. If it is not possible to provide this file can you inform me as to the number of documents in it and their general scope.

Thank you in advance and please accept my gratitude for the work you have already done.
I would be most grateful if you could acknowledge receipt of this email and provide an estimated response date.

Yours sincerely,

Harry Raffal
