I write in response to your request for information dated 29.10.2019
concerning a fire incident that we attended at a storage/warehouse
facility at St Andrews Rd, Avonmouth, Bristol on 15th October 2019 (our
incident ref 013607-15102019).

Your request for information has been dealt with under the terms of the
Freedom of Information Act 2000 (FoIA) and I can confirm that Avon Fire &
Rescue Service holds the information falling within the description
specified within your request.

 

Please find attached a copy of our standard incident report, which will
provide the information that you are seeking.

 

This report is prepared in good faith, with the sole purpose of assisting
the reader to understand the circumstances that led to the incident and
our attendance. This report is prepared with the information available at
the time and evidence provided to the author and other members of the
investigation team. The author reserves the right to reconsider these
conclusions if significant and relevant information subsequently comes to
light. In such circumstances we will endeavour to send you an updated
version of the report.

 

In addition to the resources provided in the report, three Station
Managers attended.  The ‘stop message’ is the message that the Officer in
Charge of the incident will radio to our Control to stop sending further
resources to the incident.

 

Following the close of the incident, crews continued to make 2 hourly
inspections made through the night at the site.

Dear Mr Robinson,

 

This is a review decision notice under the Freedom of Information Act
(FoIA) 2000 regarding a complaint made by you to Avon Fire Authority,
operationally known as Avon Fire & Rescue Service (AF&RS), about the
response to your request for information concerning a fire at St Andrews
Road, Avonmouth, on 15/10/2019.

 

Your original email dated 29/10/2019 requested “details of the location of
the fire, substances affected, how many appliances / officers, length of
time in attendance etc.” This request was dealt with by Joanna Warren
(JW), Data Protection Co-ordinator, Corporate Services, Avon Fire & Rescue
Service (AF&RS), and a full response was sent to you on 05/11/2019.

 

I commenced my review on 14/11/2019 by interviewing JW to determine
whether the correct procedures were followed. My findings are that the
original process to identify any information held was thorough,
reasonable, and compliant with AF&RS’s responsibilities and obligations
under the FoIA, you were provided with the information you are entitled
to, and JW took all reasonable steps to identify and provide this
information.

 

The result of my findings is however that your request for review is
partially upheld, as the fact the fire occurred inside Avonmouth Docks was
not specified.

 

I can therefore confirm that the fire was inside Avonmouth Docks, St
Andrews Road, Avonmouth, BS11 9DQ at approximately coordinates
51°30'10.0"N, 2°42'36.6"W.

 

You can appeal to the Information Commissioner’s Office if you are
