I am responding to your request on behalf of the Skills Funding Agency,
which organisation partly succeeded the Learning and Skills Council.

Firstly, I apologise that you have received no response to your request to
the LSC, which organisation ceased to exist shortly after the request was
sent. I can confirm that the Skills Funding Agency holds the information
you have requested. I have obtained today a copy of the contract which
you have specified in your request.

I am now conducting a brief consultation with the contracted party and
fully expect to be able to supply you with a full response on or before
the 29 June.

Once again, I apologise for the delay that has occurred and I will write
to you as soon as possible and no later than the date above as advised.

I am pleased to enclose a copy of the contract with The Manchester College
relating to the offender institute in which you have expressed an
interest.

The main body of the contract is labelled Part 2 (Part 1 contracts relate
to education services provision other than Offender Learning) and there
are 3 Appendices. I have attached Appendix 1 and 3 together with the
second part (Annex 2) of Appendix 2. There are therefore four attachments
for your attention.

Following consultation, the public interest in disclosure of information
in the first part of Appendix 2 is currently being considered where it is
considered that disclosure of the information will or would be likely to
prejudice the interests of a party (section 43(2) of the Freedom of
Information Act 2000). The consideration of the public interest test is
expected to conclude early next week and we will then write to provide the
response in relation to that remaining part of the contract (Appendix 2,
Annex 1). I apologise for the further delay and am advised that we expect
the decision on the remaining information to be reached next week.
