We write in response to your Freedom of Information request in which you
asked:

" In December 2016 at the call in meeting associated with the Hoylake Golf
Resort, David Ball stated that the NJVG had spent £0.5 million to date. I
ask for details of these payments.

The NJVG has produced no accounts for two years and therefore could not
have paid for any services within that time. I would very much like to
know when these payments were made, to whom (particularly if this was
Wirral Council), the quantities involved and who exactly paid for the
services given NJVG's status as a non-trading organisation."

Wirral Council can advise that the statement made by David Ball at
Scrutiny Committee in December 2016 was correct.

It is important to make the distinction between expenditure by the
Nicklaus Joint Venture Group Limited (NJVG) itself and the individual
directors of the group that have made personal investments to resource the
procurement and project development phase of the golf resort project. 

The individual promoters have underwritten the substantial costs to date
and in December 2016 this was broken down under the following subject
headings;

Architectural and engineering fees at £75,000, Project management cost
consultancy fees £47,000, Golf course design £75,000, Hotel advisory and
feasibility work fees £40,000, Legal and accountancy fees of £110,000,
Individual directors time and input since the inception of the project
(conservatively estimated) to be £120,000

This made the total investment and commitment (December 2016) of
c.£467,000. Obviously the investment figure will be greater given the
passage of time.    

The NJVG as a company will become active, in accountancy terms, in the New
Year now that approval has been given to move the project onto the next
stage.

None of the above expenditure was made to Wirral Council.
