I refer to your freedom of information request where you asked for
addresses and rateable values of empty Commercial properties with a
current rateable value greater than £50,000 that are within Woking
Borough Council area; and the names and addresses of the owners of those
properties.

The Business Rates database holds the names of liable parties, but does
not hold details of the owners of the properties they occupy. Details of
the owners of properties are available via a land registry search. However
I understand that a fee of £8.00 is charged for each search. Further

I have attached a spreadsheet which provides details of the liable
companies for all properties with rateable values of more than 50,000. The
spreadsheet does not show details of the owners of the properties for the
reasons outlined above. I have only provided this information which
relates to limited companies. I have not provided information relating to
private individuals because I am applying the decision of an Information
Tribunal, copy attached.

It is personal information and disclosure would not be fair under the Part
1 Schedule 1 to the Data Protection Act 1998; condition 6 in Schedule 2 to
the Data Protection Act 1998 is not made out in this case as disclosure
would be unwarranted because of prejudice to individuals, both in terms of
the impact upon them emotionally, financially and in respect of potential
damage to property. This is not outweighed by the legitimate interests of
you or any other members of the public to whom this information might be
disclosed.

I hope that you are satisfied with the way in which your request for
information has been dealt with. If not, the Council has decided that any
complaint regarding requests for information that cannot be dealt with
satisfactorily on an informal basis should be dealt with in accordance
with its established complaints procedure. Details of our complaints
