Dear Sheffield City Council,

There have been many complaints about the slipperiness of footways since work has been carried out by Amey / Streets Ahead in Sheffield.

I wish to request the HAPAS / BBA certification, name, manufacturer and supplier of the newly resurfaced footway material in Boden Place, Darnall, Sheffield.

Boden Place is a cul de sac of retirement bungalows referred to in the Sheffield Star article of February 24th, 2018 as follows:

A pensioner who broke his hip when he slipped on a newly resurfaced path outside his home says works done across Sheffield are turning streets into 'death traps'.

xxxxx xxxxxx aged 73, had to have his hip replaced after the fall outside his bungalow at Boden Place, Darnall and has just returned home from hospital. The grand-dad of seven said work done by Sheffield City Council contractor Amey as part of a £2.2 billion Streets Ahead highways improvement contract were turning roads and footpaths into 'ice rinks'.

He said "It was just black ice - I couldn't see it at all. I was fine on the path from the bungalow but when I stepped onto the footpath I fell.

"All my face, my arms and my legs were bruised and I had to have my hip replaced.

The paths are like 'ice rinks'. They used to have a rough finish before, with pebbles or gravel on the top, which would offer some grip, but there's nothing now."

The Star reported on concerns raised by people across the city following the cold spell earlier this month.

Mr Turner said "The paths are just death traps. They're just no good. My own path was fine but the newly laid path was awful.

I'm back home now but struggling a bit. I'm still having physiotherapy and using a walking stick."

A Streets Ahead spokeswoman said "We are very sorry to hear about Mr xxxxxx's injuries. We have responsibility for maintaining paths and it is the case that newly laid paths do have a smoother finish than the old worn ones. Prior to resurfacing by Streets Ahead, the surfaces of many paths across the city had deteriorated.Although a rough surface can sometimes be advantageous during periods of snow and ice, we have to maintain paths in order to ensure that, at any point in the year, they do not provide a trip hazard and they are compliant with national standards. The newly-laid surfaces are designed and constructed in line with national standards.".

The material used for the footway surface course on Boden Place is not
certified to HAPAS/BBA. The material used is 6mm Dense Asphalt Concrete
Surface Course conforming to BS EN 13108-1. This material is used
nationally as a surface course material for footways. 
 
The material was manufactured and supplied by Aggregate Industries.
