Destination of recycled household materials in Hounslow

Dear Hounslow Borough Council,

I am trying to find out about the destination of plastic and electronic materials collected from households for recycling in the borough. I was unable to find this information on the council website, and believe it might also be helpful to provide a summary there as well.

1. What companies or organizations are responsible for recycling household plastic waste and electronic waste collected in the borough?

2. Which physical plants are used for the recycling of plastic and electronic materials, and what is their location (eg. by British county, or overseas country)

3. What oversight does the Council have over the final destination and use of each of the main groups of recycled plastic? If possible, please specify the destination or use by broad plastic type - eg 'PTFE is broken down to create micropowder for resale' or 'PVC is incinerated to generate power' rather than more ambiguous terms such as 'hard plastic'.

4. What oversight does the Council have over the final destination and/or use of electronic materials and their components, in particular televisions, computers, and fridges? If possible, please specify in each of these three cases.

5. What is the destination of plastics and electronics collected for recycling which is found to be of a type which cannot currently be recycled or reused? Is it returned to the Council for landfill?

6. What investigations are the Council currently undertaking to find processes to recycle materials which are not currently recycled?

All electronics, including televisions, computers and fridges are managed by the West London Waste Authority. SWEEP Kuusakoski carry out all of the recycling in the UK achieving 94% recycling rate. The small percentage of non-recyclable content is used to create waste to energy.

Plastic material which cannot be recycled or reused is sent to an Energy from Waste plant where it is burnt to produce electricity and provide power, rather than being returned to the Council as this would incur additional shipping and environmental cost.
