Dear Mr Westgate

Freedom of Information (Scotland) Act 2002 - Release of Information

Subject: Council Tax Expenditure

Thank you for your request for information of 05/11/2018 where you asked
the following:

1. Can you tell me the final destination of the public's paid council tax
money?

2. And what does council tax money actually pay for?

Your request has been processed and considered under the Freedom of
Information (Scotland) Act 2002 and the information is provided below.

Please refer to the attached ‘Key Facts and Figures 2018-19’ booklet. This
publication provides a summary of revenue and capital expenditure and
funding for 2018-2019, as well as a number of key facts about the services
provided by the Council.

Council Tax serves as a contribution to, rather than a specific charge
for, the provision of local services. Like other forms of taxation, it is
applied to finance overall expenditure based on an assessment of
individuals’, or households’, ability to pay; if people were charged for
actual usage, it would vary wildly year on year, as well as not capturing
this ability to pay. Levying a tax smooths out this variability and
assists councils and taxpayers to plan more effectively.

The table below shows what the Council Tax contributes to; along with
other information about the Council’s services, this can be found in the
attached Key Facts and Figures booklet. Wider information can also be
reviewed through published data on the Council’s website at the following
link:

details. The disclosure log is available at the following link:
