Dear Mr. Hewitson,

 

Thank you for your email of 5^th March, with a query as a Freedom of
Information request (FOI) regarding the definition of derailment when
counting Potential High-Risk Train Accidents (PHRTA).

 

We have not treated this correspondence as a Freedom of Information
Request but as a general enquiry.  The relevant team with expertise in
this area has advised: “For the [1]rail safety stats release and in the
associated [2]Table 5260, the category derailment used when estimating
PHRTAs includes all passenger train derailments, derailments of
non-passenger trains on running lines, and any derailment in a siding that
obstructs the running line. Accidents in which a train derails after a
collision with an object on the track (except for another train or a road
vehicle at a level crossing) are included in this category, as are
accidents in which a train derails and subsequently catches fire or is
involved in a collision with another rail vehicle. It excludes derailments
caused by the collision with another train or road vehicle at a level
crossing which is captured in the other categories.”
