Departmental FOI Guidance

P.Gardiner made this Rhyddid Gwybodaeth request to Foreign and Commonwealth Office

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Roedd y cais yn rhannol lwyddiannus.

Dear Foreign and Commonwealth Office,

This is a Freedom of Information Act request about the information management systems in your department. Please provide me with a copy of your department’s guidance to processing freedom of information requests – ideally this would cover the end to end process from receipt to closure, but please provide whatever you hold. Please note that I am not looking for any ICO or MoJ guidance which may be available publically, I am specifically interested in FCO produced internal guidance including policy, process and procedures.

Yours faithfully,

P.Gardiner

Foreign and Commonwealth Office

Dear Foreign and Commonwealth Office,

I do not believe that an exemption under section 35 should be considered in this case as I am not looking for information on the development of policy.

I have asked for copies of current internal documentation that is used by your department's staff to guide them on the answering of FOI requests. No other department (of which I have responses from nearly 40 to this round robin) has even mentioned applying section 35 to their responses.

Yours faithfully,

P.Gardiner

Foreign and Commonwealth Office

Dear Mr Gardner

My apologies for not replying to your email below before today; however, the FCO are considering the use of section 35 as we are in the process of changing the internal guidance which is available to staff on our FCONet pages. The guidance has not yet been published for use by staff and we hope to do so by the end of June. Any internal guidance provided to you in reply to this FOI request would be archived when the new Intranet comes into use.

I will reply to your FOI request separately.

Yours sincerely,

June Walker

Dear Foreign and Commonwealth Office,

This is wholly unacceptable. Under the act you are only entitled to extend a request for the purposes of a public interest test out to a maximum of 40 days from the date of the original request. As every other central government department has managed to respond to an identical request within an appropriate timescale I expect you to respond to my request by the end of this week (18 July 2014) otherwise I shall be making a formal complaint to the Information Commissioner.

Yours faithfully,

P.Gardiner

Foreign and Commonwealth Office
