InfoMgr, FinDMT, Wirral Metropolitan Borough Council

Dear Mr Jones

Please see below.

1)            On what date did the most recent Wirral Local Plan expire?

The Wirral Unitary Development Plan was adopted in February 2000 and
continues in force.  The majority of the adopted Unitary Development Plan
was 'saved', to remain in force by a direction issued by the Secretary of
State on 18 September 2007.  Policies for waste management were replaced
by the Joint Waste Local for Merseyside and Halton in July 2013.

2)            What was the first original deadline for the submission of
the new Wirral Local Plan to the Government?

The Action Plan submitted to the Secretary of State in April 2019 can be
viewed at:
[1]https://www.wirral.gov.uk/planning-and-b...
with submission initially anticipated by November 2020 (see also Cabinet
30 September 2019, minute 34
[2]https://democracy.wirral.gov.uk/ieListDo...).

3)            On what date was the draft new Wirral Local Plan submitted
to the Government? - 26 October 2022

4)            What were the reasons for the delays in submitting it to the
Government?

The reasons are set out in the Council's annual monitoring reports at
[3]https://www.wirral.gov.uk/planning-and-b...
(see 'section 5 monitoring plan preparation' in each report) and in the
local development schemes and their accompanying reports from October 2020

February 2022
([5]http://democracy.wirral.gov.uk/ieDecisio... and
October 2022
([6]http://democracy.wirral.gov.uk/ieDecisio...

5)            When is it currently projected that the new Wirral Local
Plan be in place? -  This is subject to the receipt of the Examination
Inspectors Report of Recommendations.

6)            What discussion, communication, consideration, assessment,
report, conclusion, decision has the Council made of the adverse affect
upon individual planning decisions, housing and commercial development,
large regeneration projects, protection of green belt and anything else,
from the lack of a Wirral Local Plan to date and the continued delay in
there being one is in place?

The relevant reports and issues arising can be viewed at:

[7]https://www.wirral.gov.uk/planning-and-b...
(including the report to Cabinet on 18 July 2016, minute 31 at
[8]https://democracy.wirral.gov.uk/ieListDo...

and at:

[9]https://www.wirral.gov.uk/planning-and-b...
(including the reports to Cabinet on 27 February 2017, minute 96; 23 July
2018, minute 16; and 17 December 2018, minute 47); and include the reports
to Environment and Scrutiny Overview Committee on 7 December 2017, minute
40
([10]https://democracy.wirral.gov.uk/ieListDo...)
and 31 January 2018, minute 46
([11]https://democracy.wirral.gov.uk/ieListDo...)

7)            What discussion, communication, consideration, assessment,
report, conclusion, decision has the Council made of pausing, slowing,
modifying or ceasing its regeneration works, the regeneration works of the
Wirral Growth Company, the disposal of land and properties, during the
lack a Wirral Local Plan to date and the continued delay in there being
one is in place?

Regeneration activity has continued to brought forward alongside and in
support of the Local Plan, throughout the whole of the period that the
Local Plan has been prepared.  The relevant evidence base documents can be
viewed at
[12]https://www.wirral.gov.uk/planning-and-b...
(including documents SD7; BP1; MP1 to 7; BR1 to 6; and RA1 to 2) and the
documents submitted to the Local Plan Examination can be viewed at
[13]https://www.wirral.gov.uk/planning-and-b...
(including the Hearing Statements at
[14]https://www.wirral.gov.uk/planning-and-b...
and the Post Submission Examination documents at
[15]https://www.wirral.gov.uk/planning-and-b...).

Both Q6 and 7 are considered to be too generalised and we would ask that
you refine those questions and specify exactly what information is sought
if the links above do not conclude your request.

Yours sincerely
