Declaring complaints.
Dear Police Scotland,
Under FOI legislation can you state and in the spirit of openness for a public official:
1. Did the PSoS - declare to Scottish Government at the time Derek Penman applied for the HMI role in Scotland whether or not they had or where aware of any outstanding complaints from his time at CSP (central Scotland Police) which had been made against him by any complainer.
2. Did the PSOS - declare to Scottish Government at the time Derek Penman applied for the HMI role in Scotland whether or not they had any outstanding complaints from his time at the PSOS which had been made against him by any complainer.
Clearly this is a simple yes or no answer.
This appears to meet the 'public interest test'
Given that a reference would have been required by Derek Penman for this position can you state:
1. Did anyone employed in the PSOS by the chief constable or by the SPA provide a reference for Derek Penman during the selection process, (in all its forms) or prior to his appointment.
2. Who provided the reference.
3. Whether the person who provided the reference informed Scottish government of any outstanding complaint that the PSOS was aware of against Derek Penman.
