Decision process leading to inclusion of St Peters (Park Lane) in Heigham Grove conservation area

We're waiting for Lee Hooper to read recent responses and update the status.

Dear Norwich City Council,

I have a copy of the HEIGHAM GROVE CONSERVATION AREA APPRAISAL, Number 4, dated 4th March 2011, and the current conservation area maps.

In the area appraisal document St Peters Church, on the corner of Park Lane and Avenue Road, is included in the Heigham Grove Conservation Area. This seems odd given it is such an ugly building, oversized, too crowded on its site and out of keeping with the area.

Please could you tell me when the maps were changed to include St Peters in the Conservation area? Also, could you please send me the document record associated with the change (additional to appraisal number 4 which I already have), particularly transcripts of the decision making meetings that lead to the inclusion of St Peters in the conservation area footprint?

Dear Mr Hooper,

Please find below our response to your Freedom of Information request
regarding Heigham Grove Conservation Area Appraisal

The councilÂ’s cabinet agreed to the extension of the conservation area to
include additional properties on Park Lane, including your own and St
PeterÂ’s Church, at their meeting on 16 March 2011. The extension to the
area is shown on page 6 of the appraisal. Here are links to the officersÂ’
report and the minutes of the meeting. This issue of whether the church
should be included was raised in the consultation the preceded the
approval of the appraisal and the officersÂ’ report explained in paragraph
17 that: “Concern was raised by the St Peters Park Lane Methodist Church
regarding its inclusion in the conservation area. The building is included
because it is a local landmark, and because it is historically and
architecturally significant as a building used by the local community and
designed by a Norwich architect.”

The cabinet also agreed at that meeting to add the Church to the local
list of buildings that are of historical and /or architectural importance.
The building is described on page 41 of the conservation area appraisal in
the following terms: “1939. Buff brick with brown brick detail to
windows. Designed by local architect Cecil Yelf in a simple but monumental
style. Importance: important community landmark corner building in a style
evocative of its time.”
