Dear Kirklees Borough Council,

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.

Please send me:

1) Who is the the person responsible for council tax, business rates and parking collections and more specifically the enforcement of debts relating to these
2) Can you provide email and telephone contact details for the above person?
3) Do you have formal contracts with service level agreements for the enforcement of these debts?
4) If so, what are expiry dates for the contracts above?

I would like the above information to be provided to me as electronic copies
If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.
If the release of any of this information is prohibited on the grounds of breach of confidence, I ask that you supply me with copies of the confidentiality agreement and remind you that information should not be treated as confidential if such an agreement has not been signed.

Dear Sir,

Thank you for your request dated Monday 14th December 2020 and I regret to inform you that I can not proceed to action your request without a Surname for the purposes of Section 8(1) of the Freedom of Information Act 2000.

Section 8(1) of the FOIA sets out the requirements of a valid request for information and says that a request must, amongst other things, "state the name of the applicant and an address for correspondence". The ICO has issued guidance on what is an acceptable name and states that the use of the phrase "the name of the applicant" in section 8(1) (b) indicates that the real name of the applicant should be used when requesting information.

See the ICO’s guidance document Recognising a Request made under the FoI Act (Section 8) paragraphs 14 onwards, particularly paragraph 25. In order for your request to comply with this requirement, I would be grateful if you could provide your full name.

The Information Commissioner considers that a relatively informal approach is appropriate and therefore title and or first name with a surname satisfies the requirement for provision of a real name, as does the use by a female applicant of her maiden name. The prime consideration is whether enough of a person's full name has been provided to give a reasonable indication of that person's identity.

In the circumstances and, in order that I can process your request, can you please provide me with your surname.
