Thanks very much for your reply.

The media has quoted a number of coroners who have come out and stated the DWP played a role in the death of their clients. Coroner Michael Oakley said the DWP benefits assessment was key to the death of Nick Barker. Coroner Andrew Haigh concluded the death of Tim Salter was mostly caused by the DWP who drastically reduced his benefit. Coroner Mary Hassell found that the trigger for Michael O’Sullivan‘s suicide was his recent assessment by a DWP doctor as being fit for work.

We're aware that when a coroner believes an authority was connected to a death and more deaths may happen in a similar way, they issue a Regulation 28 to that authority such as this one by coroner Mary Hassell for Michael O’Sullivan: https://www.judiciary.uk/publications/mi...

We've noted that despite coroners blaming the DWP in the media, in most cases there is no actual online record of their Regulation 28 issued to the DWP - which is odd as they should all be online (but redacted).
We don't know if they are being hidden from public view or if they were never created for the majority of cases we referred to above.

We'd much appreciate it if you could check the records to confirm your office has never issued a Regulation 28 to the DWP.

Beyond that we wondered if you held records where the coroner has mentioned the DWP in connection with a death but for whatever reason has not created a Regulation 28. We'd like to know the number of cases where that has happened. If you can't check them all then we'd appreciate it if you could check from 2017 to present day.

We refer to your Freedom of Information Request in respect of the total
number of deaths from 1st January 2017 to the most recent available where
those cases mention The Department for Work and Pensions (DWP).

Unfortunately, we are unable to provide the information requested, as
Coroners are not designated as public authorities under the Freedom of
Information Act 2000, and therefore, their records are not subject to the
information access regime of this Act.

The Coroner is an independent judicial officer presiding over a Court of
Record within the English and Welsh judicial system and discharges his or
her duties in accordance with the Coroners Act 1988, the Coroners Rules
1984 (as amended in 2005), and other relevant legislation. Although
appointed and paid for by local Councils, the Coroner is not a local
government officer but holds office under the Crown.

The Authority therefore, does not hold this information for its own
purposes and in its own right.

If you are unhappy with the way your request for information has been
handled, you can request a review of the Council’s response. If you wish
to exercise this right, you must do so within 40 working days of the date
of this response. Please set out in writing your grounds and send your
